Title

A RESOLUTION approving an interlocal agreement with the City of Black Diamond regarding the Covington Creek  Culvert Replacement Project.

Body

                     WHEREAS, Covington Creek, located in the City of Black Diamond ("Black Diamond") and Unincorporated King County receives outflows from Lake Sawyer via three culverts running underneath one of only two north/south arterial roadways in Black Diamond, and

                     WHEREAS, the culverts are rusted, deteriorating, and restrict flows which could jeopardize the arterial roadway during a flood event, and increase the difficulty for salmon migration, and

                     WHEREAS, the King County Flood Control District ("the District") and Black Diamond desire to reduce the level of flood risk between Lake Sawyer and Covington Creek by replacing existing culverts and roadway with a bridge ("the project"), and

                     WHEREAS, the District has included the project in its CIP and budget, in a total amount of $2,293,500, and

                     WHEREAS, Black Diamond has agreed to serve as the District's service provider for the Project;

                     NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE KING COUNTY FLOOD CONTROL DISTRICT:

                     SECTION 1.  The board of supervisors approves the "Agreement for Covington Creek Culvert Replacement Project," Attachment A to this resolution, and authorizes the chair to sign the agreement.
