BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. King County road services division ("roads") is the custodian of assessor's parcel 252308-9105, a 3.74 acre surplus parcel located in an unincorporated area adjacent to the city of North Bend. Roads purchased this property as a replacement area for vegetation destroyed during the 2003 reconstruction of the Edgewick Bridge crossing the South Fork of the Snoqualmie river.
B. Roads determined the parcel to be surplus to its needs subject to reservation of an easement for planting and restoration. Pursuant to K.C.C. 4.56.070.C.1, the facilities management division ("FMD") circulated surplus notices to King County agencies and none expressed interest. FMD determined that the property is not suitable for affordable housing and declared the property surplus on December 1, 2010.
C. FMD appraised the fair market value of the parcel at forty-five thousand dollars.
D. Pursuant to K.C.C. 4.56.100.A.4, FMD listed the property for sale through the Northwest Multiple Listing Service. An all-cash offer for forty-five thousand dollars from Pacific Aquaculture, Inc. was accepted by FMD.
E. Pursuant to K.C.C. 4.56.080.A,, the King County council must approve the sale of county-owned real property valued in excess of ten thousand dollars. FMD recommends council approval of this proposed sale with proceeds to go to the roads capital improvements fund.
SECTION 2. The King County council, having determined that the sale of the subject Edgewick Bridge parcel is in the best interest of the public, does hereby approve the proposed sale as provided for in the attached purchase and sale agreement, and authorizes the King County executive to execute any other documents necessary to convey and deliver...
