AN ORDINANCE authorizing the King County executive to enter into an interlocal agreement with the city of Normandy Park for surface water management service charge billing and revenue collection services.
Body
STATEMENT OF FACTS:
1.  As of January 1, 2004, the city of Normandy Park ("city" or "Normandy Park") has had in place a surface water management ("SWM") program financed through a service charge on developed properties.
2.  For 2004, the city utilized in-house staff and mechanisms to bill Normandy Park property owners for the city's SWM service charge.
3.  The city determined that it could increase effectiveness and efficiency in its SWM service charge billing and revenue collection activities by contracting with King County to include its SWM service charge on the county property tax billing statement, collect the revenue and transmit it to the city, and provide related customer service activities.
4.  In late 2004, Normandy Park requested the county to provide the above-described services beginning in 2005, which was too late in the year to execute an interlocal agreement before commencement of service provision.
5.  King County agreed to provide the services and initiate an interlocal agreement, which has been approved by the Normandy Park city council, to cover services provided for 2005 and on a year-to-year basis thereafter.
6.  The county and the city are authorized to enter into an interlocal agreement under chapter 39.34 RCW, the Interlocal Cooperation Act.
      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  The King County executive is hereby authorized to enter into and execute an interlocal agreement with the city of Normandy Park, in substantially the form of Attachment A to this ordinance, to provide services to the city of Normandy Park for
 
surface water management service charge billing, revenue collection and customer service.
