AN ORDINANCE authorizing the county executive to enter into an interlocal agreement with the city of Tukwila to provide landmark designation and protection services.

STATEMENT OF FACTS:
1.  Historic properties, including archaeological sites, are increasingly threatened in cities throughout the county.
2.  P-208 of the county's Comprehensive Plan states, "King County shall administer a regional historic preservation program to identify, evaluate, protect and enhance historic properties.”
3.  P-215 of the county's Comprehensive Plan states, "King County shall work with cities to protect and enhance historic resources located within city boundaries and annexation areas.  The county shall advocate for and actively market its historic preservation services to agencies and cities that could benefit from such services."
4.  The city of Tukwila recognizes that the economic, aesthetic and cultural well-being of the city cannot be maintained or enhanced by allowing the unnecessary destruction or demolition of historic properties.
5.  The city of Tukwila desires to protect and preserve such properties and wishes to retain the expertise of the county.
6.  The county is able and willing to provide landmark designation and protection services to the city, consistent with K.C.C. chapter 20.62, the Comprehensive Plan policies noted in subsections 2. and 3. of this Statement of Facts and Motion 6174.
7.  Participation in this agreement is to the benefit of the citizens of the city of Tukwila and all of King County.
      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  The county executive is authorized to execute an interlocal
agreement, substantially in the form of Attachment A to this ordinance, with the city of Tukwila, for the county to provide landmark designation and protection services.
