A MOTION calling for an independent and comprehensive audit of the elections section of the King County records, elections and licensing services division.

WHEREAS, the council is committed to identifying administrative, procedural, organizational, and systemic deficiencies within the elections section of the King County records, elections and licensing services division, and
WHEREAS, the council is committed to making needed service improvements and operations enhancements to minimize errors and ensure timely and appropriate response to errors in the administration of future elections, and
WHEREAS, the council recognizes and places highest priority on activities and recommendations that will restore public confidence in elections, and
WHEREAS, prompt action is needed to ensure that problems identified within the elections section of the King County records, elections and licensing services division can begin to be remediated prior to this year's primary and general elections, and
WHEREAS, use of the ordinary lengthy procurement contract procedures would impair timely completion of the project and, in order to avoid delay, financial loss, and a loss of public confidence, contracting on an emergency basis is necessary;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
A. The council will procure independent, outside management consultant services with expertise in the fields of governance, oversight procedures, organizational management, process and systems improvement, internal controls, transparency, capacity assessment, quality assurance and human resource management.
B. The consultant, and any employee, subcontractor or subject matter expert compensated by the consultant in connection with this audit, shall fully disclose any substantive connection, by having provided funds or services, for the 2004 Washington state gubernatorial campaign or, within the past two years, to any political part...
