AN ORDINANCE authorizing the executive to enter into an interlocal agreement between King County and the city of Covington for transfer to the city of Tahoma pool.

STATEMENT OF FACTS:
1. Due to its fiscal crisis, King County desires to divest itself of ownership, management and financial responsibility for local pools, parks, open space, recreational facilities and programs inside and near city boundaries.
2. King County and the city of Covington ("city") have agreed to terms for an interlocal agreement for the transfer of Tahoma pool, a local pool located in the city's potential annexation area immediately adjacent to city boundaries.
3. The recitals in the agreement set forth relevant facts supporting and explaining the terms of the transfer.
4. The equipment and supplies being conveyed along with the pool are integral to the continued operation and maintenance of the park and are surplus to the county's needs.
5. To provide a smooth transition without any service disruption, the agreement provides for the city to pay the county to operate the pool on behalf of the city for the time between the date the transfer occurs and the end of the calendar year 2004.
King County and the city have further agreed that the county will provide certain funds towards the development of a thirty-acre park parcel near the pool that will be developed by the city for the benefit of rural and urban area residents, as well as certain funds to offset anticipated future capital improvement costs associated with the pool.
6. Transfer of Tahoma pool under the terms and conditions of the attached agreement will serve an important county purpose by ensuring that the park will remain open and available to all county residents.
