Title
A MOTION stating the will of the council to enter into a contract for professional appraisal review services.
Body
      WHEREAS, proposed ordinance 2003-0254 proposes a supplemental appropriation of $8,680,000 to the solid waste construction fund to purchase the Fisher Flour Mill property on Harbor Island, and
      WHEREAS, the county has entered into a purchase and sale agreement to purchase the Fisher Flour Mill property on Harbor Island, and
      WHEREAS, the Fisher Flour Mill property on Harbor Island is a possible location for the county to develop an intermodal facility for exporting solid waste if the council determines that it is in the best interests of the county to develop such a facility, and
      WHEREAS, a professional and impartial review of the executive's original appraisal for the Fisher Flour Mill property on Harbor Island will help to minimize the risk of financial losses to the county in the event the council decides not to develop an intermodal facility and decides to resell the property, and
      WHEREAS, the executive's letter of transmittal for proposed ordinance 2003-0254, dated May 21, 2003, states that actual site development and construction of an intermodal facility would require, among other things, “further Council actions that would include, at a minimum, a policy decision to build a public intermodal facility”, and
      WHEREAS, the council's decision of whether or not to purchase the Fisher Flour Mill property on Harbor Island does not commit or prevent the county from planning, developing, financing, constructing or operating an intermodal facility;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      It is the will of the metropolitan King County council to contract for professional appraisal review services of the Fisher Flour Mill property on Harbor Island as identified in proposed ordinance 2003-0254, in an amount not to exceed five thousand dollars.
