A MOTION approving a report on a Work Plan for Basin Stewardship for the Green river, in accordance with Budget Ordinance 17941, Section 104, Proviso P2, as amended by Ordinance 18110, Section 43.

WHEREAS, the 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 104, as amended by Ordinance 18110, Section 43, contains a proviso P2 stating that five-hundred thousand dollars could not be expended or encumbered until the executive transmits a report on a work plan and proposed funding for basin stewardship for the Green river and a motion that approves the report and the motion is passed by the council, and
WHEREAS, the Green river continues to experience periodic lethal temperatures for salmon, and
WHEREAS, the Washington state Department of Ecology and the Muckleshoot Indian Tribe have declared the shade deficit in the Green river a major cause of warmer water temperatures, and
WHEREAS, the Muckleshoot Indian Tribe has prepared a map of priority areas for regreening the Green river, and
WHEREAS, the Washington state Department of Ecology has implemented a total maximum daily load to reduce temperatures on the Green river, and
WHEREAS, a variety of activities are currently underway among the county, the tribes, local jurisdictions, nongovernmental organizations and others, and
WHEREAS, there is no single point of coordination among the activities to promote tree planting to increase shade in the riparian areas, and
WHEREAS, stewardship activities in the Miller/Walker basin have provided an effective model for collaboration and efficient action in reaching out to the public and increasing public interest awareness and action, and
WHEREAS, the need to accelerate public and private interest and action is vital for reducing lethal temperatures on the Green river through replanting of public and private property, and
