AN ORDINANCE approving the King County Water District No. 111 Water System Plan Update Extension June 2016.

STATEMENT OF FACTS:
1. King County Water District No. 111 is a special purpose district with service in King County. RCW 57.16.010 requires that general comprehensive plans by special purpose districts be submitted to, and be approved by, the county legislative authority within whose boundaries all or a portion of a utility lies.
2. King County Water District No. 111's last general water facility plan was approved in 2007 and the district is in the process of updating its general water facility plan. Washington state Department of Health and King County regulations require water system plans to be updated every six years.
3. The district is proposing a new intertie with the Covington Water District for the purpose of obtaining wholesale water, and seeks approval of its amended plan, in accordance with RCW 57.16.010, which requires that a district amend its plan before ordering any new improvements by the district.
4. K.C.C. chapter 13.24 requires the utilities technical review committee to review and make a recommendation on comprehensive water system plans to the King County executive and council. K.C.C. 13.24.060 prescribes the contents of such review, which include consistency with the King County Comprehensive Plan.
5. King County's adopted Comprehensive Plan includes policies F-101 through F-254, the applicable portions of which address water policies for facilities and services; these water policies call for consistency with other adopted plans, pursuit of reclaimed water, water conservation and protection of water resources. The utilities technical review committee has reviewed the planning data and system operations of the amended plan and has found:
a. The amended plan uses population and employment forecasts developed by the Puget Sound Regional Council;
