AN ORDINANCE authorizing the county executive to execute an agency agreement between King County and the Central Puget Sound Regional Transit Authority for full-time transit police services; and declaring an emergency.

STATEMENT OF FACTS:
1. The Central Puget Sound Regional Transit Authority, which is also known as Sound Transit, has a full-time transit police services agency agreement in place with the county.
2. That agency agreement expires February 28, 2019.
3. Sound Transit and the county desire to enter into a new agency agreement, which would begin on March 1, 2019.
4. The Sound Transit Board authorized the chief executive officer to execute the new agency agreement with King County on October 25, 2018, through the approval of Motion 2018-117.
5. Participation in the agreement is to the benefit of the citizens of King County.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
The current police services agreement between the county and Sound Transit expires on February 28, 2019. Unless this ordinance is adopted as an emergency ordinance, it will not be effective before the current agreement expires. In order to ensure that police services may continue to be provided to Sound Transit without interruption, this ordinance must be effective before February 28, 2019 so that the executive is authorized to execute the new agency agreement.
SECTION 2. The county executive is authorized to execute an agreement, substantially in the form attached to this ordinance, with Sound Transit to provide policing services.
SECTION 3. The county council finds as a fact and declares that an emergency exists and that this ordinance is necessary for the immediate preservation of public peace,
health or safety or for the support of county government and its existing public institutions.
