AN ORDINANCE relating to the establishment of the 195th Avenue Northeast road extension from Northeast 95th Street, northerly to Northeast Novelty Hill Road.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. The director of the department of transportation has made an examination of the 195th Avenue Northeast road extension from Northeast 95th Street, northerly to Northeast Novelty Hill Road along the courses and description set forth below and has made a favorable report upon the same, as required by RCW 36.81.050.
SECTION 2. Said rights-of-way shown on Attachment A to this ordinance shall be established as follows:
That portion of the Northeast Quarter of Section 6, Township 25 North, Range 6 East, Willamette Meridian, King County, Washington, described as follows:
Commencing at the east quarter corner of said Section 6, the east line of which bears N 4º08'14" E; Thence N 14°28'08" W, a distance of 1253.50 feet to the intersection of 195th Avenue Northeast (also known as Rudolph Erickson Road, County Road No. 1415) and Northeast 95th Street (also known as Conrad Olsen Road, County Road No. 1730), and the Point of Beginning of this establishment centerline, said point having a calculated NAD83-91 Washington State plane coordinate of N252576.82, E1333267.53 at Engineer's Station 49+35.24 Back = 49+34.21 Ahead; Thence N 3º32'50" E, a distance of 284.20 feet to Engineer's Station 52+18.42; Thence along a 1880.00-foot radius tangent curve to the right, through a central angle of 14º20'20" an arc distance of 470.49 feet to Engineer's Station 56+88.91; Thence N 17º53'09" E, a distance of 91.94 feet to Engineer's Station 57+80.84 and the intersection of this establishment centerline with the centerline of Northeast Novelty Hill Road (also known as C. Robstad Road, County Road No. 1287) Engineer's Station 41+80.10, said point being at NAD83-91 Washington State Plane coordinate N253409.05, E1333400.61 and the terminus of said establishment centerline.
The length of said establishment centerline to be 846.63 feet or 0.16 miles.
That said right-of-way should be established at a variable width left and right of the above mentioned establishment centerline and described as follows:
RIGHT-OF-WAY LIMIT ON LEFT
The right-of-way on the left being everything east and north of the following described line: Beginning at a point on the north right-of-way line of existing 195th Avenue Northeast, said point being 65.81 feet left of Engineer's Station 49+61.12; Thence along a 25.00-foot radius curve tangent with said north right-of-way of existing 195th Avenue Northeast, through a central angle of 87º16'45", an arc distance of 38.08 feet to a point 42.00 feet left of Engineer's Station 49+86.09; Thence N 03º32'50" E, a distance of 232.33 feet to a point 42.00 feet left of Engineer's Station 52+18.42; Thence along a 1922.00-foot radius tangent curve to the right, through a central angle of 10º46'37", an arc distance of 361.52 feet to a point 42.00 feet left of Engineers Station 55+72.04; Thence along a 200.00-foot radius reverse curve to the left, through a central angle of 79º44'10", an arc distance of 278.33 feet to a point 214.56 feet left of Engineer's Station 57+55.71; Thence N 65º24'43" W, a distance of 46.18 feet to a point on the east line of the west 750 feet of Government Lot 1 of said Section 6, as measured along the south line thereof, said point being 260.42 feet left of Engineer's Station 57+61.10; Thence N 3º09'07" E, along said east line of said west 750 feet a distance of 21.49 feet to the southerly right-of-way of existing Northeast Novelty Hill Road (also known as C. Robstad Road, County Road No. 1287), said point being 265.90 feet left of Engineer's Station 57+81.88 of the aforementioned establishment centerline if extended northerly past its terminus a distance of 1.04 feet, and the terminus of the right-of-way on the left.
Excepting thereof all existing rights-of-way for 195th Avenue Northeast and Northeast Novelty Hill Road.
RIGHT-OF-WAY LIMIT ON RIGHT
The right-of-way on the right being everything west and north of the following described line: Beginning at a point on the existing right-of-way of existing 195th Avenue Northeast, said point being 30.00 feet right of Engineer's Station 49+35.56; Thence S 89º10'38" E, along the south line of the aforementioned Government Lot 1, a distance of 26.63 feet to a point 56.60 feet right of Engineer's Station 49+36.82; Thence N 4º22'13" E, a distance of 483.89 feet to a point 52.32 feet right of Engineer's Station 54+26.88; Thence along a 400.00-foot radius tangent curve to the right through a central angle of 19º48'54" an arc distance of 138.33 feet to a point 57.66 feet right of Engineer's Station 55+68.60; Thence N 24º11'10" E, a distance of 44.12 feet to a point 64.77 feet right of Engineer's Station 56+13.62 feet; Thence along a 120.00-foot radius tangent curve to the right through a central angle of 84º04'21" an arc distance of 176.08 feet to a point 186.28 feet right of Engineer's Station 57+23.06; Thence along a 1042.00-foot radius reverse curve to the left, through a central angle of 8º56'06" an arc distance of 162.50 feet to a point on the east line of said Government Lot 1, said point being 348.20 feet right of Engineer's Station 57+34.65; Thence N 4º08'14" E on the east line of said Government Lot 1 a distance of 12.05 feet to the southerly right-of-way of existing Northeast Novelty Hill Road (also known as C. Robstad Road, County Road No. 1287), said point being 345.34 feet right of Engineer's Station 57+46.35, and the terminus of the right-of-way on the right.
Excepting thereof all existing rights-of-way for 195th Avenue Northeast and Northeast Novelty Hill Road.
SECTION 3. The King County council finds the establishment of said roadway, along the course and description set forth, is a public necessity.
