AN ORDINANCE making a supplemental disappropriation from the departments of transportation and development and environmental services for the second half of the biennial budget; and amending the 2012/2013 Biennial Budget Ordinance, Ordinance 17232, Sections 4, 120, 121, 122, 123, 124, 125, 126, 127, 128, 129, 130, 131, 132, 133, 134, 135 and 136, as amended, and Attachments G and H, as amended, and repealing the 2012/2013 Biennial Budget Ordinance, Ordinance 17232, Section 5, as amended.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. This ordinance makes supplemental disappropriations from the department of transportation and the department of development and environmental services for the second half of the biennial budget, and amends the 2012/2013 Biennial Budget Ordinance, Ordinance 17232. Effective January 1, 2013, expenditure restrictions and provisos affecting the amended operating budget sections will lapse, requiring the inclusion in the 2013/2014 budget of any expenditure restriction or proviso that needs to remain in effect during 2013.
SECTION 2. Ordinance 17232, Section 4, as amended, is hereby amended to read as follows:
The 2012/2013 Biennium Budget is hereby adopted and, subject to the provisions hereinafter set forth and the several amounts hereinafter specified or so much thereof as shall be sufficient to accomplish the purposes designated, appropriations are hereby authorized out of several funds for the department of transportation and department of development and environmental services appropriation units to be distributed for salaries, wages and other expenses, for capital improvements, and for other specified purposes for the fiscal biennium beginning January 1, 2012, and ending December 31, 2013. As authorized by RCW 36.40.250 and Section 405 of the King County Charter, effective December 31, 2012, the 2012/2013 Biennium Budget shall revert to an annual budget beginning January 1, 2012, and ending December 31, 2012.
SECTION 3. Ordinance 17232, Section 5, as amended, is hereby repealed.
SECTION 4. This ordinance makes a supplemental disappropriation from the departments of transportation, and development and environmental services for the second half of the biennial budget, and amending the 2012/2013 Biennial Budget Ordinance, Ordinance 17232.
SECTION 5. Ordinance 17232, Section 120, as amended, is hereby amended by adding thereto and inserting therein the following:

SECTION 6. Ordinance 17232, Section 121, as amended, is hereby amended by adding thereto and inserting therein the following:

SECTION 7. Ordinance 17232, Section 122, as amended, is hereby amended by adding thereto and inserting therein the following:
ROAD IMPROVEMENT GUARANTY - From the Road Improvement Guaranty fund for the 2012/2013 biennium there is hereby disappropriated from:

SECTION 8. Ordinance 17232, Section 123, as amended, is hereby amended by adding thereto and inserting therein the following:

SECTION 10. Ordinance 17232, Section 125, as amended, is hereby amended by adding thereto and inserting therein the following:
ABATEMENT - From the abatement fund for the 2012/2013 biennium there is hereby disappropriated from:

SECTION 11. Ordinance 17232, Section 126, as amended, is hereby amended by adding thereto and inserting therein the following:
MARINE DIVISION - From the King County marine operations fund for the 2012/2013 biennium there is hereby disappropriated from:

SECTION 12. Ordinance 17232, Section 127, as amended, is hereby amended by adding thereto and inserting therein the following:

SECTION 17. Ordinance 17232, Section 132, as amended, is hereby amended by adding thereto and inserting therein the following:
WASTEWATER EQUIPMENT RENTAL AND REVOLVING - From the water pollution control equipment fund for the 2012/2013 biennium there is hereby disappropriated from:

SECTION 18. Ordinance 17232, Section 133, as amended, is hereby amended by adding thereto and inserting therein the following:
EQUIPMENT RENTAL AND REVOLVING - From the equipment rental and revolving fund for the 2012/2013 biennium there is hereby disappropriated from:

SECTION 19. Ordinance 17232, Section 134, as amended, is hereby amended by adding thereto and inserting therein the following:
MOTOR POOL EQUIPMENT RENTAL AND REVOLVING - From the motor pool equipment rental fund for the 2012/2013 biennium there is hereby disappropriated from:
Motor pool equipment rental and revolving ($12,605,182)
SECTION 20. Ordinance 17232, Section 135, as amended, is hereby amended by adding thereto and inserting therein the following:
ROADS CAPITAL IMPROVEMENT PROGRAM - From the roads capital improvement project funds for the 2012/2013 biennium there are hereby appropriated and authorized to be disbursed the following amounts for the specific projects identified in Attachment A to this ordinance.

AIRPORT, TRANSIT AND ROADS MAINTENANCE CAPITAL IMPROVEMENT PROGRAM - From the airport, transit, and roads maintenance capital improvement project funds for the 2012/2013 biennium there are hereby appropriated and authorized to be disbursed the following amounts for the specific projects identified in Attachment B to this ordinance.

SECTION 24. Sections 5 through 19 of this ordinance take effect January 1, 2013.
