Title

A MOTION related to the transfer of retired vanpool vans to nonprofit organizations and local governments to meet the needs of low-income, seniors or young people or people with disabilities; and rescinding Motion 15646.

Body

                     WHEREAS, King County provides transit services to its residents to increase mobility options and reduce traffic congestion and related environmental degradation, and

                     WHEREAS, the provision of passenger vans to nonprofit organizations and local governments serving individuals with limited resources and mobility options can support those goals and provide significant public benefits, and

                     WHEREAS, high-quality passenger vans retaining value and utility are periodically retired from the county's vanpool program, and

                     WHEREAS, the metropolitan King County council has previously transferred retired vans to agencies serving low-income, seniors, disabled and young people, and

                     WHEREAS, K.C.C. 4.56.100 states that each year, "the Metro transit department shall make available retired passenger vans for exclusive use by nonprofit organizations or local governments that are able to address the mobility needs of low-income, seniors or young people or people with disabilities," and

                     WHEREAS, in 2020, the King County council passed Motion 15646, which allocated thirty-six retired passenger vans to nonprofit organizations and local governments to meet the needs of low-income, senior, disabled and young county residents, and

                     WHEREAS, because of the financial and operational impacts of the coronavirus disease 2019 pandemic, one of the organizations named in Motion 15646 has indicated that it will not be able to accept delivery of the van it was allocated, and

                     WHEREAS, the King County council wishes to rescind Motion 15646 so that the unused van from the 2020 allocation can be reallocated at a later date to a different organization;

                     NOW, THEREFORE, BE IT MOVED by the Council of King County:

                     A.  Motion 15646 is hereby rescinded.

                     B.  The transfer of a retired vanpool passenger van to each of the following agencies in 2020 is hereby approved:

                     Adult and Teen Challenge Seattle Campus;

                     African Community Housing & Development (2 vans);

                     Africatown Community Land Trust;

                     Africatown International;

                     American Polynesian Organization;

                     ARC of King County;

                     Ballard Troop and Crew 100 Youth Charitable Association;

                     Bridge of Promise;

                     City of Issaquah Parks & Recreation;

                     Colectiva Legal/Washington Immigrant Solidarity Network;

                     Decatur High School Functional Core;

                     Falis Community Service;

                     FOB Hope;

                     Friends of Youth;

                     FUSION;

                     Hope Lutheran Church;

                     Institute for Community Leadership;

                     Issaquah Highlands Council;

                     King County Law Enforcement Explorers;

                     LifeWire;

                     Millionair Club Charity (MCC);

                     Navos;

                     Northwest School for the Deaf and Hard of Hearing;

                     Sail Sand Point;

                     Seattle Housing Authority/New Holly;

                     Southwest Youth and Family Services (SWYFS);

                     Tahoma School District Student Transition Program;

                     The Auburn Food Bank;

                     The People's Harm Reduction Alliance;

                     Unkitawa;

                     Valley Cities Behavioral Health;

                     Vision House; and

                     YouthCare (2 vans).
