WHEREAS, in September 2015, Ordinance 18810, Section 60, Proviso P10, which was an amendment to Ordinance 17941, Section 129, as amended, required the executive to develop and submit for council review and approval two reports by November 16, 2015, and February 15, 2016, related to the department of community and human services behavioral health integration information technology data consolidation in compliance with Ordinance 18110, Section 60, Proviso P10, which was an amendment to the 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 129, as amended, and
WHEREAS, in September 2015, Ordinance 18810, Section 60, Proviso P10, which was an amendment to Ordinance 17941, Section 129, as amended, also directed that $400,000 appropriated for the department of community and human services behavioral health integration project 1126543 shall not be expended or encumbered until the executive transmits the "two status reports on expenditures to date and dependencies and motions that accept the reports," and
WHEREAS, Ordinance 18110 provided that upon transmittal of each report, $200,000 shall be released for expenditure, and
WHEREAS, Ordinance 18110 required the following information to be included in each report:
1. Enumeration of the expenditures to date;
2. The status of state of Washington dependencies and their impact on capital project 1126543 including the status of the state database with which the county database must interface and what guidance the state has provided with regard to federal confidentiality rules, and
