WHEREAS, the 2017-2018 Biennial Budget Ordinance, Ordinance 18409, Section 19, Proviso P1, requires the executive to transmit a motion and report regarding options for providing work education release and electronic home detention by April 28, 2017, and
WHEREAS, the office of performance, strategy and budget worked with representatives from the department of adult and juvenile detention, superior court, district court, department of public defense, prosecuting attorney's office, council staff and other appropriate parties in the preparation of this report, and
WHEREAS, the group, working to develop the findings of the attached report, unanimously defined the preferred roles and desired outcomes for the work education release and electronic home detention programs, and
WHEREAS, the attached report provides options for work education release and electronic home detention based on the group's identified preferred roles and desired outcomes, and
WHEREAS, the report analyzes the operating and capital costs of the proposed options and the potential effects of these options on the average daily population held in secure detention by the department of adult and juvenile detention, and
WHEREAS, the report includes a review of electronic home detention and work education release programs that have been implemented by other jurisdictions, and
WHEREAS, the report includes a review and description of legislative and statutory restrictions specific to electronic home detention and work education release programs, and
