A RESOLUTION relating to the King County Flood Control Zone District 2014 capital budget; approving grant fund projects pursuant to Section 8 of Resolution No. FCD 2013-14.3; and authorizing expenditure of District funds for the approved projects from the appropriation of grant funds in Attachment D of Resolution FCD 2013-14.3.
Body
WHEREAS, in Attachment D of Resolution No. FCD2013-14.3 ("District 2014 Budget"), the King County Flood Control Zone District ("District") board of supervisors appropriated $2,666,329 under the category of "Grant Fund"; and
WHEREAS, Section 8 of the District 2014 Budget provides that: a review process for evaluation of projects funded in whole or in part from the grant fund shall be developed prior to expenditures from the grant fund; appropriations from the grant fund shall be consistent with certain criteria; applications for grant funds shall open on February 1 and close on April 30 of each year; and a selection committee shall review and make recommendations on applications for grant funds; and
WHEREAS, a selection committee composed of the director of the Water and Land Resources Division of the King County Department of Natural Resources and Parks, the District's executive director, and a former King County councilmember reviewed the 2014 applications for grant funds and made a recommendation regarding them to the District; and
WHEREAS, the District's executive committee reviewed the selection committee's recommendations and developed the following additional criteria for consideration and approval of grant fund applications:
(1) private individuals, businesses and consultants are not eligible for appropriation of grant funds;
(2) there shall be no cap on the amount of any appropriation for an application, subject to the annual amount appropriated by the board of supervisors for grant funds;
