A RESOLUTION relating to the King County Flood Control Zone District 2014 capital budget; approving grant fund projects pursuant to Section 8 of Resolution No. FCD 2013-14.3; and authorizing expenditure of District funds for the approved projects from the appropriation of grant funds in Attachment D of Resolution FCD 2013-14.3.
Body
      WHEREAS, in Attachment D of Resolution No. FCD2013-14.3 ("District 2014 Budget"), the King County Flood Control Zone District ("District") board of supervisors appropriated $2,666,329 under the category of "Grant Fund"; and
      WHEREAS, Section 8 of the District 2014 Budget provides that: a review process for evaluation of projects funded in whole or in part from the grant fund shall be developed prior to expenditures from the grant fund; appropriations from the grant fund shall be consistent with certain criteria; applications for grant funds shall open on February 1 and close on April 30 of each year; and a selection committee shall review and make recommendations on applications for grant funds; and
      WHEREAS, a selection committee composed of the director of the Water and Land Resources Division of the King County Department of Natural Resources and Parks, the District's executive director, and a former King County councilmember reviewed the 2014 applications for grant funds and made a recommendation regarding them to the District; and
      WHEREAS, the District's executive committee reviewed the selection committee's recommendations and developed the following additional criteria for consideration and approval of grant fund applications:
      (1) private individuals, businesses and consultants are not eligible for appropriation of grant funds;
(2) there shall be no cap on the amount of any appropriation for an application, subject to the annual amount appropriated by the board of supervisors for grant funds;  
(3) grant fund projects must be generally consistent with the technical assessment and provide a flood reduction benefit such as, but not limited to, surface water overflows, near shore flooding, lake flooding due to outflow blockage, clearance of clogged agricultural drainage systems, slope stabilization when slope failure is caused by design inadequacy or stormwater system failure or assessment of existing conditions as part of the creation of a lake management district;
(4) grant fund projects must be reasonable based on implementation, budget, partnerships, project team, maintenance costs and practices, and readiness to proceed;
      (5) grant fund projects shall not be eligible for funding as WRIA projects;
      (6) grant fund projects shall not transfer flooding problems upstream or downstream, and shall  compensate for loss of habitat or water quality;
      (7) Except for assessment of existing conditions related to the creation of lake management districts, grant fund projects shall include on-the-ground structural projects as deliverables; and
      (8) grant fund projects shall not  be on the District's Six-Year Capital Plan; and
      WHEREAS, based on the recommendation of the selection committee, as considered and modified by the District's executive committee,  the board of supervisors desires to approve 2014 grant fund applications and projects, consistent with the criteria of Section 8 of the District 2014 Budget and the additional criteria stated above; now, therefore,
      BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE KING COUNTY FLOOD CONTROL ZONE DISTRICT:
      Section 1.  The board of supervisors approves the King County Flood Reduction Fund Grant Projects 2014 described on Attachment A to this Resolution.
