Councilmember Barón moved approval of the October 21, 2024 meeting minutes.  
There being no objections, the minutes were approved.

A MOTION confirming the executive's appointment of Tina Keys, who resides in council district three, to  
the King County Housing Authority board of commissioners, representing the resident commissioner.  
Olivia Brey, Council staff, briefed the Committee on the legislation and answered  
questions from the members. Tina Keys, appointee to the King County Housing  
Authority board of commissioners, and Grace Wood, Staff Liaison to KCHA Board of  
Commissioners, commented and answered questions from the members.  
This item was expedited to the November 12, 2024 Council's Agenda.  
A motion was made by Councilmember Perry that this Motion be  
Recommended Do Pass Consent. The motion carried by the following vote:

A MOTION establishing the King County 2025 State Legislative Priorities.  
Mac Nicholson, Director, Government Relations, King County Council, briefed the  
committee and answered questions from the members. Joe McDermott, Director of  
State Relations, commented and answered questions from the members.

AN ORDINANCE approving the King County Doors Open Program implementation plan, required by  
Ordinance 19710, Section 9, to govern the expenditure of the cultural access sales and use tax from  
2024 through 2031 to achieve outcomes related to public and educational benefits and economic support  
for arts, science, and heritage organizations; amending section 1 of this ordinance, repealing Attachment  
A to this ordinance, and establishing an effective date.  
Leah Krekel-Zoppi, Gene Paul, Council and, Andy Micklow, Council staff, briefed the  
committee on the legislation and answered questions from the members. Brian Carter,  
Executive Director, 4Culture, briefed the committee and answered questions from the  
members.  
Councilmember Barón moved amendment A1. Amendments A1 was adopted as  
amended by amendments 1 and 2.  
Councilmember Zahilay moved 1 to the Amendment 1. This amendment was adopted.  
Councilmember Barón moved 2 to the Amendment A1. This amendment was adopted  
There was a voice amendment moved by CM Baron it was adopted.  
Councilmember Barón moved amendment A2. Amendment A2 was adopted.  
Councilmember Barón moved amendment T1. Amendment T1 was adopted..  
The meeting was recessed at 11:01 a.m. and the meeting reconvened at 11:10 a.m.

Recommended Do Pass Substitute. The motion carried by the following vote:
