Hybrid Meetings: Attend King County Council meetings in person in

HOW TO PROVIDE PUBLIC TESTIMONY: The Council values community  
input and looks forward to hearing from you. Testimony must be limited to  
items listed on the agenda for council action, unless it's the fourth  
Tuesday of the month, when the Council will hear general comment on  
matters relating to county government. You are not required to sign up in  
advance.  
There are three ways to provide public testimony:  
1. In person: You may attend the meeting in person in Council Chambers.  
2. By email: You may testify by submitting a COMMENT email. If your  
testimony is submitted before 10:00 a.m. on the day of the Council  
meeting, your email testimony will be distributed to the Councilmembers  
and appropriate staff prior to the meeting. Please submit your testimony  
by emailing clerk@kingcounty.gov.  
3. Remote attendance on the Zoom Webinar: You may provide oral public  
testimony at the meeting by connecting to the meeting via phone or  
computer using the ZOOM application at https://zoom.us/, and entering  
the Webinar ID below.

Recognition of the King County Regional Mental Health Court on its 25th

Councilmember Barón and Councilmember Dunn made remarks, presented the  
recognition, and introduced Judge Lisa Paglisotti, King County District Court. Judge  
Lisa Paglisotti made remarks, thanked her staff, and thanked the Council.  
Proclamation of October 2024 as National Disability Employment  
Awareness Month in King County  
Councilmember Balducci made remarks, presented the proclamation and introduced  
Lauren Orichio, Supported Employment Program Manager. Lauren Orichio made  
remarks and thanked the Council.

for the establishment of the King County Regional Homelessness Authority, a joint or cooperative  
undertaking with the city of Seattle and with such public agencies as are eligible under the terms of the  
interlocal agreement and applicable law.

in property for the construction of the Rapid Ride I Line in the city of Renton.

which, if approved by voters, would repeal or prohibit certain laws and regulations that discourage  
natural gas use, or promote electrification, or both, and require certain utilities and local governments  
to provide natural gas to eligible customers.

Statement of Subject: Initiative Measure No. 2066 concerns regulating

and regulations that discourage natural gas use, and/or promote  
electrification, and require certain utilities and local governments to  
provide natural gas to eligible customers.

Other Business  
At the September 7, 2024, Council meeting, Chair Upthegrove requested  
nominations for two vacant at-large King County Conservation Futures Advisory  
Committee positions. Chair Upthegrove announced he received no nominations.  
The current members requesting reappointment are Sam Rapoport (District 2) and  
Eric Zimmerman (District 5). Those names will be forwarded to the Executive.

Executive Session  
The Council went into Executive Session for approximately 15 minutes, until about  
3:45 p.m. The grounds for the executive session under RCW 42.30.110 are to  
discuss with legal counsel representing the county in litigation when public knowledge  
regarding the discussion is likely to result in an adverse legal or financial  
consequences to the County.  
The Chair extended the Executive Session for 5 minutes, until about 3:50 p.m.  
The meeting reconvened at 3:50 p.m.
