Approval of Minutes  
Vice Chair Lee moved approval of the February 7, 2024 meeting minutes. There being  
no objections, the minutes were approved.  
Chair's Report  
Chair Balducci provided an overview of the agenda, updates on future special meeting  
dates, and the letter sent from the RWQC to King County Executive Constantine and  
the response from King County Executive Constantine to the RWQC.

John McClellan, Chair, MWPAAC, provided an update on work done at recent  
MWPAAC meetings.

Wastewater Treatment Division (WTD) Report  
Kamuron Gurol, Director, Wastewater Treatment Division, Department of Natural  
Resources and Parks, provided updates on the overflow event resulting from a  
malfunction the West Marginal Station, bills in the current State Legislative session  
that have been tracked by the Wastewater Treatment Division, a partnership between  
King County and the University of Washington that will provide mobile detection of  
PFAS in consumer products, facility tours, and staffing changes. Director Gurol also  
played a video on Wastewater Treatment Division's award-winning operator-in-training  
program.

A RESOLUTION expressing the regional water quality committee's interest in the sewer rate and  
capacity charge and requesting the metropolitan water pollution abatement advisory committee continue  
performing a technical review of the annual sewer rate and capacity charge.  
Jenny Giambattista, Council staff, briefed the committee. The committee discussed  
proposed changes to the resolution. This matter was deferred.

Chair Balducci provided updates regarding special meeting scheduling, future agenda  
content, and the 2024 RWQC Work Program. Chair Balducci also inquired of the  
members regarding their preferences for the frequency of in-person meetings.
