Councilmember Dunn moved approval of the November 7, 2022 meeting minutes.  
There being no objections, the minutes were approved.

A MOTION acknowledging receipt of an independent consultant report on a biosolids thermal drying  
comprehensive study, prepared in accordance with the 2021-2022 Budget Ordinance, Ordinance 19210,  
Section 112, as amended by Ordinance 19364, Section 83, Expenditure Restriction ER2 and Proviso  
P5.  
A motion was made by Councilmember Dunn that this Motion be  
Recommended Do Pass Consent. The motion carried by the following vote:

Board of Health Nonelected Member Candidate Selection - Community Stakeholder Alternate  
Sam Porter, Council staff, briefed the committee. Marissa Jauregui, member  
candidate alternate, provided comments on her background and interest on serving on  
the board as an alternate.

AN ORDINANCE specifying county policy for the procurement of compost, as required by chapter  
43.19A RCW; and adding a new chapter to K.C.C. Title 18.  
Terra Rose, Council staff, briefed the committee. Andy Smith, Recycling and  
Environmental Services Section Manager, Solid Waste Division, also addressed the  
committee and answered questions from the members.  
Councilmember Dunn moved striking amendment S1.  
Councilmember Dunn moved amendment 1 to S1. The amendment was adopted.  
Striking amendment S1, as amended, was adopted.  
A motion was made by Councilmember Dunn that this Ordinance be  
Recommended Do Pass Substitute Consent. The motion carried by the  
following vote:

AN ORDINANCE adopting and ratifying amendments to the 2021 King County Countywide Planning  
Policies.  
Andy Micklow, Council staff, briefed the committee. Ivan Miller, Comprehensive  
Planning Manager, Regional Planning, Office of Performance, Strategy, and Budget,  
also addressed the committee.  
A motion was made by Councilmember Perry that this Ordinance be  
Recommended Do Pass Consent. The motion carried by the following vote:

AN ORDINANCE relating to the annexation of approximately 120 acres of land into the Sammamish  
Plateau water and sewer district, known as the Siler Ridge Water Annexation, for the purpose of water  
service.
