Call to Order
The meeting of the Natural Resources, Parks and Open Space Committee was called to order at 1:42
p.m. by the Chair Edmonds.

Present: Ms. Edmonds, Mr. Irons, Mr. Phillips, Mr. von Reichbauer and Mr. Constantine

Report of the Active Sports and Youth Recreation Commission. Summary of the Findings
and Recommendations of the ASPYRE Commission
Mike Reed, Council Staff, briefed the Committee. Phil Talmadge, Chair Commission. Harold
Fowler, Commissioner At large; Bob Regan, Commissioner at Large; Kristen Bush, Commissioner
District One and Geoff Clayton, Commissioner District Three, Active Sports and Youth Recreation
Commission were present to brief and answer questions from the Committee. The following people
were present to offer public testimony:

A MOTION confirming the executive's appointment of James Pappin, who resides in
council district four, to the King County public art commission.
See item #5.
A motion was made by Mr. Phillips that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Proposed Motion No. 2002-0246 Ms. Sullivan
A MOTION confirming the executive's appointment of Elizabeth Umbanhowar, who
resides in council district two, to the King County public art commission.
Monica Clarke, Council Staff, briefed the Committee on Proposed Motions 2002-0236 and
2002-0246.
A motion was made by Mr. Phillips that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

A MOTION confirming the executive's appointment of Tejal Mehta, who resides in council
district two, to the King County landmarks and heritage commission.

A motion was made by Mr. Phillips that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

council district two, to the King County landmarks and heritage commission.
Monica Clarke, Council Staff, briefed the Committee on Proposed Motions 2002-0228 and
2002-0245. Mr. Robert Weaver, was present to brief and answer questions from the Committee on
his appointment to the King County landmarks and heritage commission.
A motion was made by Mr. Phillips that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Proposed Ordinance No. 2002-0311 Ms. Edmonds
AN ORDINANCE relating to surplus real property; authorizing the transfer of parks and
recreation facilities that are located in potential annexation areas to the cities that will
eventually annex the parks and recreation facilities; and amending Ordinance 12045,
Section 5, as amended, and K.C.C. 4.56.070.
Mike Reed, Council, briefed the Committee on Proposed Ordinance 2002-0311. Karen Reed,
Special Project Coordinator, DNRP was present to brief and answer questions of the Committee.

Proposed Substitute Ordinance No.
2002-0263.2
Ms. Edmonds
AN ORDINANCE relating to arts and culture in King County; amending the allocation of
hotel/motel tax revenues in the King County arts and cultural development fund; adopting
the guidelines for the Sustained Support Program and adopting the revised hotel/motel
financial plan; making technical corrections; amending Ordinance 12076, Section 24, and
K.C.C. 4.08.190, Ordinance 9279, Section 2, as amended, and K.C.C. 4.42.020, Ordinance
9279, Section 4, as amended, and K.C.C. 4.42.030, Ordinance 9279, Section 8, as amended,
and K.C.C. 4.42.060 and Ordinance 12076, Section 49, as amended, and K.C.C. 4.42.100
and adding new sections to K.C.C. chapter 4.42.
Monica Clarke, Council Staff, briefed the Committee on Proposed Ordinance 2002-0263. There was
an amendment S1 and Striking amendment adopted 4-0-1 Councilmember von Reichbauer excused.
