Call to Order
The meeting of the Transportation Committee was called to order at 1:13 P.M. by Chair Pelz.

Excused: Ms. Edmonds and Mr. Irons
 
Approval of Minutes

The minutes of May 22, 29 and 30, 2002 meetings were approved as written.
Discussion and Possible Action

Proposed Ordinance No. 2002-0243 Mr. Pelz
AN ORDINANCE relating to an agreement for joint light rail and bus operations in the
downtown Seattle transit tunnel with the Central Puget Sound Regional Transit Authority;
adopting an agreement between and among King County, the city of Seattle and the Central
Puget Sound Regional Transit Authority.

The Chair introduced the following panels: Downtown Street Improvements represented by Matt
Shelden, Transit Planner, Transit Division and Mike Williams, Sound Transit. Joint Operations
represented by Jim Jacobson, Deputy General Manager, DOT; Charles Joseph, Sound Transit;
David Hopkins, King County Regional Transit Manager and Mike Williams, Sound Transit. Safety -
Fire and Life Safety issues represented by Chief Nelsen, Seattle Fire Department; Hamid Qasim,
Sound Transit and Terry Compton, Supervisor of Transit Safety, Transit Division, DOT. Design and
Construction Issues represented by Judy Riley, Transit Design and Construction Manager; Joe Beck,
Engineer, Transit Division, DOT and Ahmad Fazel, Sound Transit. Risk and Insurance represented
by Keith Mitchell, Deputy Risk Manager, Risk Management Division all were present to brief and
answer questions of the Committee regarding Proposed Ordinance 2002-0243.

Proposed Ordinance No. 2002-0242 Mr. Pelz
AN ORDINANCE authorizing execution of an agreement with the Central Puget Sound
Regional Transit Authority (Sound Transit) and the state of Washington, by and through its
Department of Transportation to provide the real property, real property interests, and
associated operating agreements to allow Sound Transit to construct and operate a LINK
light rail alignment on and adjacent to the E-3 Busway between the southern boundary of
the Downtown Transit Tunnel and South Forest Street.
