Call to Order
The Law, Justice and Human Services Committee meeting was called to order at 9:37 a.m. in the
Metropolitan King County Council Chambers, 10th Floor, by Chair Larry Gossett.

Present: Mr. Gossett, Ms. Lambert, Ms. Edmonds, Mr. McKenna, Mr. Constantine and Mr. Pullen
Excused: Mr. Pelz
 
Approval of Minutes of May 30, 2002 and June 6, 2002

A motion was made by Councilmember Edmonds to approve the meeting minutes of May 30, 2002
and June 6, 2002 as presented. The motion passed.

A MOTION confirming the executive's appointment of Melody Garcia, who was nominated
by King County Councilmember Carolyn Edmonds, and who resides in council district one,
to the King County women's advisory board.
Gennevie Cook, Council Staff, briefed and answered questions from the Committee.

Melody Garcia, Appointee, and Carolyn Antoncich, Staff Liaison, King County Women's Advisory
Board, answered questions from the Committee.

A motion was made by Councilmember Edmonds to adopt amendment #1 and the title amendment.
The motion passed 4-0 with Councilmembers McKenna, Pelz and Pullen excused.
A motion was made by Ms. Edmonds that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:

A MOTION confirming the executive's appointment of Roger Goodman, who resides in
council district eleven, to the King County alcoholism and substance abuse administrative
board.

present to answer questions from the Committee.
A motion was made by Ms. Lambert that this matter be Recommended Do Pass Consent. The

A MOTION authorizing the county executive to enter into an interagency agreement with
Aero Kirkland Association, d.b.a. the Kirkland Heights Apartments.

Proposed Ordinance No. 2002-0266 Mr. Gossett
AN ORDINANCE reorganizing the office of public defense; creating a public defender;
amending Ordinance 383, Section 2, as amended, and K.C.C. 2.60.020 and adding new
sections to K.C.C. 2.60.
Clif Curry, Council Staff, briefed the Committee.

Barbara Gletne, Director, Department of Community and Human Services, John Baker, Senior
Criminal Justice Policy Analyst, KCSO, Florence Nickelson, Defender Association, David Chapman,
Associated Counsel for the Accused (ACA), and Anne Daily, Director, Society of Counsel
Representing Accused Persons (SCRAP), briefed and answered questions from the Committee.

Nancy Mass, Northwest Defenders Association, spoke and answered questions regarding the
proposed ordinance.
A motion was made that this matter be Recommended Do Pass. The motion carried by the
following vote:

No: 1 - Ms. Lambert
