Presentation of a Recognition to Aubrey Davis for His Outstanding Contributions to Regional
Transportation and Public Service Career
Mr. Phillips and Mr. Pelz read the recognition and presented it to Aubrey Davis. Mr. Davis thanked
the Council.
Presentation of a Recognition to Members of the Seattle Storm Women's National Basketball
Association Team for Winning the National Championship
Mr. Phillips and Mr. Pelz read the recognition and presented it to Karen Bryant, Chief Operating
Officer of the Seattle Storm and Terry McLaughlin, Executive Vice President of the Seattle Sonics
and Storm. They both thanked the Council.

The Ridge at Panther Lake Div 1 - Council District 9
Mr. Constantine moved to adopt the DDES finding of fact that the final plat of The Ridge at Panther
Lake Div 1 complies with the conditions of preliminary plat approval and other applicable laws, and
that the Chair is authorized to signify Council approval by signing the final plat at the end of the
meeting. Seeing no objection, the Chair so ordered.

Growth Management and Unincorporated Areas
Mr. Constantine gave a brief overview of added items 27-32 and how they related to the critical
areas ordinances.

Mr. Ferguson inquired about the annual growth report from the Executive's Office.
Kurt Triplett, Chief of Staff, Executive Office, responded.

Ms. Lambert moved to rerefer the critical areas ordinances to the Growth Management and
Unincorporated Areas Committee in order to continue to work on them, and to consider amendment,
in conjunction with additional items 27-32.

Relying on Council Rules 2b and 2c, the Chair explained the order of business and the debate
process on Items 7-9.

"This amendment preserves the existing public agency and utilities exemption process for schools. It
allows schools to apply to the Director of DDES for certain exceptions, including the ability to
modify category II wetlands.
In this ordinance, we have added guidelines to those that exist in the current public agency and
utilities exemption. But the bottom line is that the Alterations Exception is intended to allow school
districts to seek an exemption from certain critical areas and buffer and setback requirements so that
schools and playfields can be built.
If in practice, the exemption process doesn't actually work and school districts are experiencing
difficulties obtaining an Alterations Exception to site schools where they are needed, I am committed
to revisiting this issue at the appropriate time".
