The meeting was called to order at 11:13 a.m.

Approval of Minutes of September 13, 2004

Mr. von Reichbauer moved to approve the minutes of the September 13, 2004 meeting as presented.
Seeing no objection, the Chair so ordered.
 
Reports on Special and Outside Committees
2.
Mr. Irons reported on the September 13, 2004 meeting of the Greater Maple Valley Unincorporated
Area Council. The Council discussed the status of the critical areas ordinance. Mr. Irons indicated
the Council is concerned about particular issues and expects the Council to continue to be involved.

Mr. Irons also reported on the Four Creeks Unincorporated Area Council. The critical areas
ordinance and comp plan were major discussion items. Mr. Irons indicated the Council was
concerned about changes in traffic concurrency and how it would impact the community.

Ms. Edmonds reported on the overweight prevention symposium the Board of Health co-sponsored
with the University of Washington School of Public Health. The symposium was held in Shoreline
with 200 participants, including individuals from all levels of government, transportation planners,
nutritionists and representatives from the school districts.

Ms. Edmonds also reported on the September 17, 2004 meeting of the Board of Health. The
members had a briefing on the tuberculosis outbreak in King County, and the challenges being faced
with the population in which the disease is occurring. The Board also had a briefing on the core
indicators of what the health is in King County. The Board will have a more detailed briefing at a
future meeting.

Ms. Edmonds also reported on the Washington State Association of Counties Legislative Steering
Committee. She indicated the Steering Committee made some decisions regarding the legislative
policies for the legislative agenda for WSAC.

Mr. Phillips reported on the Growth Management Planning Council. Some topics of discussion were
designating downtown Burien as an urban center and technical corrections to household and
employment targets under the countywide planning policies. The Council also approved several
changes to the urban growth boundary.

through an interlocal agreement with the city of Bellevue and other appropriate measures.
