Approval of Minutes of March 29, 2004 and Special Meeting of March 29, 2004

Mr. von Reichbauer moved to approve the minutes of the March 29, 2004 meeting and Special
Meeting of March 29, 2004 as presented. Seeing no objection, the Chair so ordered.

 

 

 

Reports on Special and Outside Committees

Ms. Patterson reported on the March 25th Puget Sound Regional Council General Assembly and the
re-election of Seattle Councilmember Richard McIver as president and Pierce County Executive
John Ladenburg as vice- president. Vision 2020 Awards, recognizing transportation and land use
planning efforts that have helped to improve the quality of lives in this region, were given. The first
award was given to the City of Renton's urban center regarding its mixed use development; the
second award was given to the City of Redmond for its Trip Reduction Incentive Program, the first
publicly sponsored program in the nation. Other awards were given to the City of Seattle University
Way multi-modal project, Greenbrier Heights, portions of King County and Woodinville, and
Snohomish County for its model permit system.

Ms. Edmonds reported on the Watershed Resource Inventory Area 7, the Snohomish Basin Salmon
Recovery Forum. WRIA 7 is a joint forum between Snohomish County and King County. The forum
had a discussion regarding proposed recovery approach and alternatives determining its decision
criteria. The forum plans to finalize its project list at the next meeting in June.

Ms. Lambert reported that April is Alcohol Awareness Month. She displayed a poster outlining
various activities throughout the month and gave statistics regarding alcohol problems in King

Presentation of a Proclamation Declaring the Month of April as Child Abuse Prevention Month
in King County

 

 

Chair Phillips spoke about child abuse, a community problem that we must respond to. He was
joined by Ms. Lambert and Mr. Gossett who read the proclamation. Ms. Gayle Zeller accepted the
recognition and thanked the Council. She explained how the poster that was distributed to each
councilmember was being disseminated.
Beverly Jacobson, co-chair, Advisory Board, Children's Response Center, also thanked the Council
and made remarks.

 

 

Presentation of a Recognition Celebrating Korean Arbor Day, April 5, 2004 in King County

 

 

Mr. von Reichbauer acknowledged Federal Way City Councilmember Mike Park who was present
for the recognition. He read the recognition, commented on the achievements of honored guest,
Korean Consul General Jae-gouk Kim and presented the recognition to Consul General Kim .
Consul General Kim thanked the Council. Mr. von Reichbauer also introduced Korean Consul
Byung-ha Chung.
Ms. Edmonds made comments regarding the great contributions of the Korean community in the City
of Shoreline.

satisfaction of the 1991 City of Seattle Council Conditional Use Approval (Project-Level)
to Expand the West Point Treatment Plant, adopting findings, in satisfaction of condition
1c of said approval, regarding future use of digesters at the treatment plant, and authorizing
a memorandum of agreement for payments to the City of Seattle in satisfaction of section
1(d) of the settlement agreement regarding the continuing use of the digesters at West
Point.

the bonds and the disposition of the proceeds of sale; establishing funds for the receipt and
expenditure of bond proceeds and for the payment of the bonds; and providing for the
annual levy of taxes to pay the principal thereof and interest thereon.
