Reports on Special and Outside Committees

Mr. Irons reported on the Greater Maple Valley Unincorporated Area Council meeting of May 1,
2004. The Council discussed the Landsburg Mine, the hazardous waste problem at the site and how
to resolve it. The Council was given an update by the EPA. An analysis is being done for
groundwater studies. Mr. Irons indicated representatives from the city of Kent and Friends of Rock
Creek were in attendance, as well as property owners.

Mr. Pelz briefed the Council on Sound Transit. At the last meeting, the members learned that the
state Supreme Court upheld the superior court ruling for Sound Transit in a lawsuit filed by Sane
Transit, opponents of light rail. Mr. Pelz read a quote from the ruling which indicated Sound Transit
has the authority to continue to collect taxes within its district to finance construction beyond the 10
year period, as well as for operation and maintenance of the system. Mr. Pelz indicated that
contracts for light rail construction have been awarded and construction is underway and will open
in 2009.

Mr. Phillips commented on the East Lake Sammamish Trail, Redmond and Issaquah portions, which
opened recently. He indicated a number of elected officials and citizens were present. He also
acknowledged the presence of Keith Laughlin, President, Rails-To-Trails Conservancy, Washington,
DC.
Mr. Irons was also present and indicated the trail is user friendly. The final master plan will show
