Mr. Pelz moved to approve the minutes of the Special Meeting (RTID) June 19, 2002, Special
Meeting (Land Use Appeals) of July 8, 2002 and Regular meeting of July 15, 2002 without reading.
Seeing no objection, the Chair so ordered.

Following approval of the minutes of the Special Meeting (RTID) of June 19, 2002, Ms. Lambert
moved to reconsider the action in order to make a revision. The Chair requested Ms. Lambert work
with the Clerk to make any revisions and place the minutes on the next available council agenda for
consideration.
 
Reports on Special and Outside Committees
2.
Mr. Brewer briefed the Council on the King County Law Library Board meeting. He indicated the
Board adopted the 2002-2006 Strategic Plan for the Law Library and discussed the proposed
relocation due to the seismic remodel. The Board is working with Facilities to resolve their issues.

Ms. Patterson reported on the South County Area Transportation Board meeting. She indicated the
Board discussed and approved the T-21 recommendations. She explained that the cities of Kent,
Auburn, Puyallup and Algona, along with the Washington State Department of Transportation, have
formed an SR167 Project Committee. This Committee will work to identify a preferred alternative
for this corridor. The Board will be forming an ad hoc committee, at the recommendation of Mr.
McKenna, who was also present at the meeting, to prioritize projects for the RTID.

Ms. Edmonds commented on her participation at the Board of Health meeting, held offsite at
Harborview Medical Center. The Board had a briefing on the Medical Center bond program and
how it relates to the public health components that are housed in the Medical Center. The Board
also had a presentation on communicable disease control in Seattle and King County. At the end of
the meeting, the Board toured the public health facilities located on the Harborview campus.

Ms. Edmonds briefed the Council on the Seattle-Shoreline Transportation Board meeting and
thanked Mr. McKenna for being present. He reported on RTID and the results of the decision that
RTID not be on the November ballot.

Ms. Hague reported on her attendance at NACO. She indicated it was clear that the budget
situations being faced in King County are similar to those being faced nationally. The keynote
speaker, General Ralph E. Eberhart, of the North American Aerospace Defense Command, provided
a message of all levels of government working together to provide a safe and secure homeland,
which reflected the theme of "Prepare to Serve". Ms. Hague commented that she announced a
national program to improve our nation's election system. Ms. Hague also received, on behalf of
King County, three awards; two for the Department of Transportation and the other for CTV.

Mr. Phillips began his report on the West Point Citizens Advisory Committee meeting after giving
some history on the committee. The West Point facility in Seattle was expanded. The Council
decided that it would be helpful if a citizens group advised how Metro mitigation funds could be used
inside the park. The Committee has been meeting regarding a vision statement and drafting a
memorandum of agreement with the city of Seattle.


Mr. Irons reported on the Four Creeks Unincorporated Area Council meeting. Two major items of
discussion were a briefing from the Department of Transportation on the arterial classification study
covering the rural areas and the impacts of rebuilding the Elliott Bridge.

Mr. Irons briefed the Council on his attendance at the Fall City Historic District public hearing. He
indicated it was an excellent turnout with enthusiastic citizens. All had an opinion about identifying
historic structures. He indicated the Commission will carry over the questions to its upcoming
special meeting at which time a decision will be made on the Fall City Historic District.

Mr. Pelz commented on the Trade Development Alliance Board meeting. He indicated the Board is
in its eleventh year and are undergoing its goals and methodology.

Mr. Pelz briefed the Council on the Governor's Transportation Leadership Summit in OIympia. It
was attended by leadership from King, Pierce and Snohomish Counties. The members discussed the
RTID process, Referendum 51 and transportation issues that are part of next year's legislative
session. He indicated the main focus was whether ESSSB 6140 was appropriate for the needs of
King, Pierce and Snohomish counties, or whether it would be appropriate to ask the legislature to
amend the bill next year. Mr. Pelz indicated that the governor agreed that if the counties could reach
a consensus on a set of amendments, he would sponsor them at the beginning of the session.

The Chair noted that the listing of committees under Reports on Special and Outside Committees on
the agenda is a new practice. These committees constitute some of the outside activities of the
Council, and it is useful to hear what is going on in those committees.
