Call to Order
The meeting was called to order at 1:51 p.m.

Approval of Minutes of May 28, 2002

Mr. von Reichbauer moved to approve the minutes of the May 28, 2002
meeting without reading. Seeing no objection, the Chair so ordered.
 
Reports on Special and Outside Committees

Mr. Phillips commented on the Cedar River Council meeting held last week at the Cedar River
Education Center in the Cedar River Watershed. Issues before the Council were: poaching on the
Cedar River, and an update by state officials on what is being done, and a BPA proposal to bring a
new transmission line possibly through the watershed, its impacts and mitigation. He also indicated
there was good attendance by the Cedar River Council.

Ms. Edmonds briefed the Council on her attendance on the Disability and Retirement Board,
indicating she was just sworn in last week. The Board considers and makes decisions regarding
LEOFF 1 retirees. She praised the number of people in King County who give so willingly of their
time on a volunteer basis to serve the County.

Ms. Lambert commented on the Homeland Security Demonstration that took place in the Courthouse
earlier in the day. She acknowledged participation by the Sheriff's Office, the Executive Branch and
Emergency Management Preparedness. The demonstration included state of the art equipment and
machinery that counties and municipalities across the country will be able to use in case of dealing
with homeland security problems. Ms. Lambert indicated another meeting will be held this week.

Mr. von Reichbauer informed the Council he was present to see Brook Caddock, a Legislative
Branch employee, participate in the Special Olympics at the Aquatic Center over the weekend, and
win a gold medal and two silver medals. He described Brook as a special part of the Special
Olympics.
Mr. Gossett indicated he also observed Brook's achievements.

AN ORDINANCE adopting the new transportation concurrency map and the new
monitored zones table, and establishing conditions for the council's review of the
concurrency test; amending Ordinance 14050, Section 9, and K.C.C. 14.70.220, Ordinance
14050, Section 10, and K.C.C. 14.70.230, Ordinance 14050, Section 13, and K.C.C.
14.70.260 and Ordinance 14050, Section 14, and K.C.C. 14.70.270 and repealing
Ordinance 14177, Section 2, and Ordinance 14177, Section 3.

Mr. Pelz moved Proposed Substitute Ordinance 2002-0135.
Mr. Pullen requested a one week courtesy delay on Proposed Substitute Ordinance 2002-0135,
indicating that he intended any amendment to be part of the one week delay.
Mr. Pelz requested a debate on Proposed Substitute Ordinance 2002-0135 before the one week
delay.
Mr. Irons moved Amendment 2, indicating he was withdrawing Amendment 1.
Stephanie Warden, Office of Regional Policy and Planning, answered questions of the Council.
Richard Warren, Supervising Transportation Planner, Road Services Division, answered questions
of the Council.
Mr. Pelz moved to defer Proposed Substitute Ordinance 2002-0135 until the June 10, 2002 Council
meeting. Seeing no objection, the Chair so ordered.

Proposed Ordinance No. 2002-0167 Ms. Lambert
AN ORDINANCE relating to the annexation of an area known as First Intertie to King
County Water District No. 119 for the purpose of providing water service.
On 6/3/2002, a public hearing was held and closed.
Ms. Patterson moved to suspend the rules for the purpose of holding an advertised public hearing on
Proposed Ordinance 2002-0167. Seeing no objection, the Chair so ordered.

Proposed Ordinance 2002-0167 remains in the Utilities Committee.

Special Item
15. Presentation of a Certificate of Recognition to George Benson, father of the waterfront
streetcar, and commemorating it's 20 year anniversary.
Mr. von Reichbauer read the recognition, honoring George Benson, who was instrumental in
creating the trolley system in Seattle. He and Executive Ron Sims participated in a 20 year
anniversary celebration of the trolley system over the weekend. Mr. von Reichbauer praised Mr.
Benson for his tireless commitment to the community and who consistently brought great credit to the
community and to the city. Mr. von Reichbauer presented the Certificate of Recognition to Mr.
Benson. Mr. Benson thanked the Council.
The Chair recessed the meeting into Executive Session at 2:03 p.m.
Jim Brewer, Legal Counsel indicated the purpose of Executive
Session was to discuss litigation or potential litigation.
The Executive Session concluded at 2:28 p.m.
Adjournment
The meeting was adjourned at 4:08 p.m.
