The meeting was called to order at 1:37 p.m.

Approval of Minutes of May 20, 2002

Mr. von Reichbauer moved to approve the minutes of the May 20, 2002
meeting without reading. Seeing no objection, the Chair so ordered.
 
Reports on Special and Outside Committees

Ms. Patterson briefed the Council on her attendance at the South County Area Transportation Board
meeting, also known as the SCAT Board. The major topic was the regional transportation
improvement district. She indicated the members agreed that the critical missing link in the regional
transportation improvement district proposal was State Route 167. Another special meeting is
planned for next week in order to further discuss regional transportation improvement district
funding for special projects.

Mr. Irons commented on his attendance at the GMPC meeting and two interesting items of
discussion; buildable lands and employment projections for the future. He indicated that the
purpose of the buildable lands initiative was to identify the capacity to absorb growth and to
evaluate the effectiveness of local planning and regulations concerning the Growth Management Act.
He also indicated that King County, and five other counties, must report to the State by September 1,
2002 and every five years thereafter on its capacity to accommodate growth during the 20 year
growth management period. He reported on an evaluation describing how the County has done to
date.

Mr. Phillips briefed the Council on the WRIA #8 Steering Committee, which he indicated means Lake
Washington, Cedar Sammamish Watershed Steering Committee. This committee is comprised of
citizens and elected officials who are looking at near-term and long term solutions to salmon
recovery in our community. Mr. Phillips indicated that he and Mr. Irons serve on the committee. The
committee met May 23rd and has finalized its near-term action agenda, which will be out for final
public review in the very near future. Mr. Phillips indicated the committee discussed and set an
agenda for the 2003 work plan and started a scoping process for a long-term conservation plan. Mr.
Phillips also briefed the Council on the Taylor Creek restoration project.

Mr. Irons informed the Council that the Eastside Transportation Partnership is focusing on the
regional plan, and discussing how to address the entire region's needs and projects. Also discussed
at the recent meeting was the importance of transit and the BRT to the I-405 project. Mr. Irons
added how good it was to hear attendees from various cities speaking about regional transportation
needs and working together.

Ms. Hague briefed the Council on her attendance at NACO's Western Interstate Conference in
Billings, Montana. She indicated the focus of the group was agriculture, rural economy and public
lands. There were a number of very good workshops covering job training, forest management and
community-based programs to provide greater access to health care for the uninsured.

Ms. Lambert reported on her participation at emergency preparedness training at Mariner High
School, which asked students to re-enact an emergency scene. They are to be commended for a job
well done. The King County Sheriff's Department, Snohomish County Sheriff's Department, and fire
departments from the greater King County area, as well as Snohomish also participated in the

training. She indicated that communications is the most important factor to work on.

Mr. Phillips commented on King County's Historical Association and the 150th anniversary of King
County. He joined Executive Ron Sims at its annual meeting and award ceremony at the Museum of
History and Industry. He indicated the theme this year is "150 Years of Working for You", and he
shared some noteworthy services that were rendered by King County during its 150 year history.

AN ORDINANCE authorizing the executive to enter into an agreement with the state
Public Works Board regarding loan financing of the North Creek Storage Facility.

Ordinance 13678, and the Hitts hill acquisition project, authorized under Ordinance 14018.

Mr. Constantine moved a verbal amendment; on page 4, line 69, to insert "Any assignment of rights

Mr. Constantine commented on the special meeting of the Labor, Operations and Technology
Committee meeting scheduled for Wednesday, May 29 at 9:30 a.m. and the subject performance
based government. He encouraged councilmembers to attend.

Mr. Constantine informed the Council regarding a memorial service for Joann Larson Ekroth, a long
time political activist who resided in the West Seattle community.
