The meeting was called to order at 1:43 p.m.

Mr. Phillips moved to approve the minutes of the April 29, 2002 meeting without reading. Seeing no
objection, the Chair so ordered.

Presentation of a Certificate of Recognition to Romanian representatives of Bucharest, Sector
1, including Mayor Gherasim Vasile, to foster a mutually beneficial relationship with the
government and people of Bucharest.
Mr. Constantine read and presented the recognition to Dr. Marcel Duhaneanu, representing the
government of Sector 1. Dr. Duhaneanu thanked the Council. Escorts Wes Anderson and Bruce
Eklund were also in attendance.

AN ORDINANCE approving and adopting the collective bargaining agreement and
memorandum of agreement negotiated by and between King County and Office and
Professional Employees International Union Local 8 (Dental), representing employees in
the department of public health; and establishing the effective date of said agreement.
On 4/29/2002, a public hearing was held and closed.
The enacted number is 14357.

Mike Alvine, council staff, answered questions of the Council.
Dave Gaba, Labor Relations Manager, Department of Executive Services, answered questions of the
Council.

Mr. Phillips moved to suspend the rules to consider Proposed Motion 2002-0207. Seeing no
objection, the Chair so ordered.

Mr. Pullen moved to amend Proposed Motion 2002-0207, on page 3, line 57, after "F." delete "A",
and to insert "Whenever questions about expenditures may arise, a", and on page 3, line 58, delete
"and" and insert "or". The amendment was accepted as friendly by Mr. Phillips.
A motion was made by Mr. Phillips that this matter be Passed as Amended. The motion
carried by the following vote:

Conservation Futures Interlocal Cooperation Agreement with the city of Seattle for the
Leschi natural area and Georgetown open space acquisition projects, authorized under
Ordinance 13678, and the Hitts hill acquisition project, authorized under Ordinance 14018.

A MOTION requesting the conservation futures citizens committee to review and make
recommendations on scope change requests for projects funded by conservation futures tax
levy funds, and to provide an annual project progress report to the council and executive on
the progress of conservation futures-funded projects.

The Chair referred to adopted ordinance 14366 which allows the Council to send reappointments
directly to the upcoming consent calendar. The clerk confirmed that four reappointment motions
have been referred to committee; one was in the Growth Management Committee and three were in
the Labor, Operations and Technology Committee, and indicated there were six reappointment
motions waiting to be introduced.

Mr. McKenna raised a point of clarification regarding the motions that will move to the consent
calendar. The Clerk identified the four reappointment motions that were introduced at a prior
council meeting; a reappointment to the building code advisory and appeals board, in the Growth
Management and Unincorporated Areas Committee, two reappointment motions to the airport
roundtable, in the Labor, Operations and Technology Committee and one reappointment to the ADA
advisory committee, in the Labor, Operations and Technology Committee.

Ms. Hague moved to consider Items 14-17 to the next Council agenda under Reappointment Consent
Agenda. Seeing no objection, the Chair so ordered.

A MOTION confirming the executive's reappointment of John McLandress, who resides in
council district four, to the King County section 504/Americans with Disabilities Act
advisory committee.

A MOTION confirming the executive's reappointment of Peter Anderson, who resides in
