The meeting was called to order at 1:37 p.m.

Approval of Minutes of April 22, 2002

Mr. von Reichbauer moved to approve the minutes of the April 22, 2002 meeting without reading.
Seeing no objection, the Chair so ordered.
 
Reports on Special and Outside Committees

Ms. Patterson briefed the Council on three main issues the Sound Transit Board is working on: (1)
extending the southern terminus for light rail to the airport, and a new alignment for the light rail
lying north of downtown to the University District; (2) increasing the number of Sounder Commuter
rail trips; and (3) the community development fund, which will provide economic redevelopment
assistance in Rainier Valley.

Mr. Pelz commented on the PSRC Executive Board's two recent meetings and the discussions
regarding the I-405 preferred alternative and transportation legislation. He indicated he and Mr.
McKenna will be attending a meeting with other officials from King, Pierce and Snohomish counties
to reach a proposed compromise.

Mr. Gossett explained the membership of the Criminal Justice Council and shared comments about
its last meeting. The Council discussed how to reduce criminal justice expenses. Mr. Gossett also
commented on his representation and participation on the Regional Law, Justice and Safety
Committee and its specific recommendations regarding jail use.

Mr. von Reichbauer gave the details regarding the upcoming heart walk event, starting at Safeco
Field, at 9:00 a.m. on Saturday, September 14. He indicated this was a good opportunity to
participate and fight heart disease.

Mr. Phillips commented on the WRIA 8 Steering Committee, which considers salmon recovery in the
greater Lake Washington Watershed. The Committee is focusing on two documents: a long term
salmon conservation plan, which is estimated to take five years to complete, and a near term action
agenda which has been in the works for many months.

Mr. Pullen gave an update on Cliff Petersen, former Chief of Staff for the King County Council.

AN ORDINANCE approving a franchise for the City of Tacoma Department of Public
Utilities Water Division to construct, operate and maintain a water transmission pipeline in
council districts 7, 9, and 12 authorizing the executive to execute the franchise agreement.

AN ORDINANCE making a supplemental appropriation of $3,277,700 to the public
transportation construction fund for the central substation relocation project; reducing the

prior to 2002; and amending the 2002 Budget Ordinance, Ordinance 14265, Section 119
and Attachment 2, as amended.

the department of public health; and establishing the effective date of said agreement.
