The meeting was called to order at 1:41 p.m.

Flag Salute and Pledge of Allegiance
Councilmember McKenna led the flag salute and Pledge of Allegiance.
 
Approval of Minutes of February 19, 2002

This item was deferred until the March 4, 2002 council meeting.
 
Reports on Special and Outside Committees

As a personal privilege, Ms. Edmonds proudly distributed chocolates prepared by the Culinary Arts
Program at Shorewood High School in Shoreline. She boasted that Shorewood's program was
nationally recognized for preparing students for a career in culinary arts.
 
Special Item
3.
Presentation of a Certificate of Recognition to Gene Mullins to honor him for his work with the
Proximate Commute Program.
Mr. Phillips commented on the Proximate Commute Program, a traffic congestion reducing measure
serving the community, and allowing individual opportunities without a lot of cost. He read and
presented the Recognition to Gene Mullins. Mr. Mullins thanked the Council.

Proposed Ordinance No. 2002-0070 Mr. Phillips
AN ORDINANCE making a supplemental appropriation of $6,014,133 from the
Harborview Medical Center/medical examiner improvement 2000 projects subfund; to
provide funding for project management services and King County financial and project
oversight, to the Harborview Medical Center/medical examiner stabilization and critical
care expansion project; and amending the 2002 Budget Ordinance, Ordinance 14265,
Section 119, and Attachment 2.
On 2/19/2002, a public hearing was held and remained open.
On 2/25/2002, a public hearing was held and closed.
The enacted number is 14293.
A motion was made by Mr. Phillips that this matter be Passed. The motion carried by the

AN ORDINANCE authorizing and directing the King County executive to enter into an
agreement for the provision of project management services between the University of
Washington, Harborview Medical Center and King County, relating to the Harborview
Medical Center's bond program, authorizing the use of University of Washington policies
and procedures, and requiring further council approval for certain changes in project scope,
schedule or budget.
On 2/19/2002, a public hearing was held and remained open.
On 2/25/2002, a public hearing was held and closed.

Mr. Phillips moved to defer Proposed Substitute Ordinance 2002-0079, as amended, until the March
4, 2002 Council meeting. The motion carried by the following vote:

Ms. Lambert requested that Proposed Substitute Ordinance 2002-0079, as amended, be held for two
weeks, until the March 11, 2002 Council meeting. The Chair indicated it was not her intention to
hold this item an additional week.

There was discussion about the prior motion and approval to hold this item for one week, and the
ruling of the chair.

Ms. Lambert moved to reconsider the vote to hold Proposed Substitute Ordinance 2002-0079, as
amended, for one week and to take action.

The Chair ruled that Ms. Lambert's motion to reconsider the vote to hold Proposed Substitute
Ordinance 2002-0079, as amended, for one week was out of order, as she did not vote on the
prevailing side.

Mr. McKenna raised a Point of Order, indicating he believed Ms. Lambert's intent was to make a
separate motion for an additional week's delay, separate from the motion which was already voted
on. The Chair indicated her ruling would stand.

Proposed Ordinance No. 2001-0550 Mr. Irons
AN ORDINANCE authorizing the sale of three parcels of surplus county-owned real
property located in council district 12.
On 2/25/2002, a public hearing was held and closed.
The Chair indicated that Proposed Ordinance 2001-0550 is deferred until the March 4, 2002
Council meeting.

7.
Proposed Ordinance No. 2002-0073 Mr. Constantine and Mr. Phillips
AN ORDINANCE approving and adopting the collective bargaining agreement negotiated
by and between King County and Amalgamated Transit Union, Local 587 representing
employees in the departments of transportation and executive services; and establishing the
effective date of said agreement.
On 2/25/2002, a public hearing was held and closed.
Mr. Constantine moved Proposed Ordinance 2002-0073.
Michael Alvine, council staff, answered questions of the Council.

Rick Hayes, Labor Negotiator, Department of Executive Services, answered questions of the Council.

Mr. McKenna moved to defer Proposed Ordinance 2002-0073 until the March 4, 2002 Council
meeting. Seeing no objection, the Chair so ordered.

at 2:36 p.m. for the purpose of discussing adopted labor policies.
The Executive Session concluded at 3:02 p.m.

Proposed Ordinance No. 2002-0084 Mr. Constantine and Mr. Phillips
AN ORDINANCE approving and adopting the collective bargaining agreement and six
memoranda of agreement negotiated by and between King County and Service Employees
International Union, Public Safety Employees, Local 519 (fire marshal) representing
employees in the department of development and environmental services; and establishing
the effective date of said agreement.
On 2/25/2002, a public hearing was held and closed.
The enacted number is 14294.

Mr. Constantine moved to suspend the rules for the purpose of taking public testimony on Proposed
Ordinance 2002-0084. Seeing no objection, the Chair so ordered.

Services, answered questions of the Council.
