The meeting was called to order at 1:37 p.m.

Flag Salute and Pledge of Allegiance
Councilmember von Reichbauer led the flag salute and Pledge of Allegiance.
 
Approval of Minutes of February 4, 2002

Mr. von Reichbauer moved to approve the minutes of the February 4, 2002 meeting without reading.
Seeing no objection, the Chair so ordered.
 
Reports on Special and Outside Committees
2.
Mr. McKenna, representing the county and as chair of the State Transportation Improvement Board,
commented on his recent trip to Washington D.C. to meet with elected officials regarding county
transportation needs.

Mr. Pullen commented on the upcoming Board of Health meeting on Friday, February 15, and its
agenda briefing on toxic amalgam fillings in teeth.

Mr. Irons informed the Council of his attendance at a workshop on climate protection. He indicated
some of the issues covered dealt with ways to reduce hydrocarbons in our atmosphere, and
transportation solutions. He offered to share the material that was presented with anyone who may
be interested.

Ms. Hague spoke of her attendance at the National Association of Home Builders conference, where
she was honored as the recipient of the Local Smart Growth Official of the Year Award.

Chair Sullivan indicated the Council would allow public testimony on motion 11345, relating to
declaring the intent of the King County Council to explore establishing a sister county relationship
with Granma, Cuba, and which passed at the December 10, 2001 meeting. The Chair indicated that
due to the length of the December 10, 2001 meeting, individuals who were present were unable to
speak. A panel of speakers, including Jim Weaver, Carlos L. Almeda, Richard Ludwig, Joe Crecca
and Karen Howard, presented testimony to the Council.

Mr. Pelz raised a point of personal privilege. He indicated that he had received many letters, emails
and phone calls from those in opposition, many of them derogatory. He responded to one of the
letters. He also indicated that he would travel to Cuba next week at his own expense.
 
Special Item
3.
Presentation of a Certificate of Recognition to Gene Mullins to honor him for his work with the
Proximate Commute Program.
The presentation has been deferred until a later time.

AN ORDINANCE relating to the annexation of an area known as Windtree Annexation to

Coal Creek Utility District for the purpose of providing future water and sewer service.
On 2/11/2002, a public hearing was held and closed.
On 3/18/2002, a public hearing was held and closed.
Mr. von Reichbauer moved to suspend the rules for the purpose of taking public testimony on
Proposed Ordinance 2001-0595. Seeing no objection, the Chair so ordered.

The Chair indicated that Proposed Ordinance 2001-0595 remains in committee.
