Call to Order
The meeting of the Natural Resources and Utilities Committee was called to order at 1:37 p.m. by
Chair Edmonds.

Excused: Mr. Ferguson and Mr. von Reichbauer
 
Approval of Minutes

The minutes of September 9, 2004 meeting were approved as written.

Introduction of Suzanne Little, Director, Division of Parks & Recreation
3.
Bob Burns, Deputy Director, DNRR&P was present to introduce Parks Division Director. Suzanne
Little, Director, Division of Parks and Recreation was present to brief and answer questions from the
members.

Proposed Motion No. 2004-0340 Mr. Hammond
A MOTION confirming the executive's appointment of Bill DuBray, who resides in council
district nine, to the King County fairgrounds advisory board.
Marilyn Cope, Council Staff, briefed the Committee on Proposed Motions 2004-0340; 0345 and
0348. Bill BuBray appointee to King County fairgrounds board was present to brief and answer
questions from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:
Votes:
Yes: 3 - Ms. Edmonds, Ms. Hague and Mr. Constantine
No: 0
Excused: 2 - Mr. Ferguson and Mr. von Reichbauer

Proposed Motion No. 2004-0345 Mr. Hammond
A MOTION confirming the executive's appointment of Alicia Alexander, who resides in
council district nine, to the King County fairgrounds advisory board.
Marilyn Cope, Council Staff, briefed the Committee on Proposed Motions 2004-0340; 0345 and
0348. Alicia Alexander appointee to King County fairgrounds board was present to brief and
answer questions from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

A MOTION confirming the executive's appointment of Brad Gaolach, who resides in
council district one, to the King County fairgrounds advisory board.
Marilyn Cope, Council Staff, briefed the Committee on Proposed Motions 2004-0340; 0345 and
0348. Brad Gaolach appointee to King County fairgrounds board was present to brief and answer

questions from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Yes: 3 - Ms. Edmonds, Ms. Hague and Mr. Constantine
No: 0
Excused: 2 - Mr. Ferguson and Mr. von Reichbauer

Proposed Substitute Ordinance No.
2004-0402.2
Mr. Phillips
AN ORDINANCE authorizing the executive to enter into an interlocal cooperation
agreement for open space acquisition projects with the city of Seattle, for the Salmon Bay
acquisition project authorized by Ordinance 14517.
Marilyn Cope, Council Staff, briefed the Committee on Proposed Ordinance 2004-0402.
Councilmember Constantine moved an amendment adopted 3-0-2 with Councilmenber von
Reichabuer and Ferguson excused.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Substitute.
The motion carried by the following vote:
Votes:
Yes: 3 - Ms. Edmonds, Ms. Hague and Mr. Constantine
No: 0
Excused: 2 - Mr. Ferguson and Mr. von Reichbauer
 
8.
Proposed Ordinance No. 2004-0016 Ms. Edmonds and Mr. Phillips
AN ORDINANCE relating to the operation of the West Point Treatment Plant, confirming
satisfaction of the 1991 City of Seattle Council Conditional Use Approval (Project-Level)
to Expand the West Point Treatment Plant, adopting findings, in satisfaction of condition
1c of said approval, regarding future use of digesters at the treatment plant, and authorizing
a memorandum of agreement for payments to the City of Seattle in satisfaction of section
1(d) of the settlement agreement regarding the continuing use of the digesters at West
Point.
Mike Reed, Council Staff, briefed the Committee on Proposed Ordinance 2004-0016. Dr. Philip
Vogelzang, Washington Environmental Council and David Hutchinson, Discovery Park Advisory
Board were present to brief and answer questions from the members.
