Call to Order
The Labor, Operations and Technology meeting was called to order at 9:35 a.m. in the Southwest
Conference Room, 12th Floor, King County Courthouse, by Chair Dow Constantine.

Approval of Minutes - May 14, 2002

The minutes of the May 14, 2002 meeting of the Labor, Operations and Technology Committee were
approved.
Discussion and Possible Action

Proposed Ordinance No. 2002-0220 Mr. Constantine, Mr. Phillips and Mr.
Pullen
AN ORDINANCE approving and adopting the memorandum of agreement negotiated by
and between King County and International Brotherhood of Teamsters Local 117 and King
County and the King County Police Officers Guild representing employees in the King
County sheriff's office; and establishing the effective date of said agreement.

Financial Related Audit of Facilities Management Fund
Cheryle Broom, King County Auditor, introduced the financial related audit of the Facilities
Management Fund. Harriet Richardson, Principal Management Auditor and Nancy McDaniel,
Management Auditor, presented the audit findings and responded to questions from the members.
Mac Fletcher, Principal Financial Auditor, responded to questions from the members. Pat Steel,
Manager, Facilities Management, presented the Executive's response to the audit and responded to
questions from the members. Dave Preugschat, Assistant Manager, Facilities Management, and
Dave Vedder, Consultant, Dave Vedder and Associates, responded to questions from the members
regarding the Executive's response.

Briefing No. 2002-B0101
Performance-Based Government/Managing for Results
Cheryle Broom, King County Auditor and Lowell Kuehn, Pacific Northwest Consulting Services,
briefed the committee and responded to questions on performance-based government. David
Randall, Council Staff, briefed the committee on the history of performance measurement at King
County. Pam Bissonnette, Director, Department of Natural Resources and Parks, Scott Noble, King
County Assessor, and Harold Taniguichi, Director, Department of Transportation, briefed the
committee and responded to questions on the implementation and success of performance
measurements in their departments.
This matter was Presented.
