Call to Order
The Budget and Fiscal Management Committee was called to order at 9:39 a.m. by Chair Larry
Gossett.

Councilmember Kathy Lambert was also in attendance.

Approval of Minutes

Mr. Irons moved to approve the special meeting minutes of August 18, 2004 as presented. The
motion passed.

Proposed Substitute Ordinance No.
2004-0269.2
Mr. Gossett
AN ORDINANCE making an appropriation of $1,055,099 from various current expense
agencies; making an appropriation of $11,321,324 from various non-current expense
agencies for a total appropriation of $12,376,423 for correction of errors, and to meet the
appropriate level of appropriation authority; amending the 2004 Budget Ordinance,
Ordinance 14797, Sections 13, 16, 25, 28, 29, 31, 35, 38, 42, 43, 46, 47, 62, 65, 73, 74, 75,
76, 77, 78, 80, 81, 86, 87, 90, 94, 95, 96, 99, 101, 103, 105, 107, 109, 111 and 117, as
amended, and the 2002 Budget Ordinance, Ordinance 14265, Section 42, as amended, and
adding new sections to Ordinance 14797.
Monica Clarke, Council Staff, briefed the committee and answered questions on Proposed Ordinance
2004-0269.

Rebecha Cusack, Council Staff, also answered questions from the committee regarding Proposed
Ordinance 2004-0269.

A motion was made by Mr. Irons to pass Amendment S1. The motion passed.
A motion was made by Mr. Irons to pass Title Amendment T1. The motion passed.
A motion was made by Mr. Irons that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:

AN ORDINANCE making a supplemental appropriation of $41,424,724 to various capital
funds to provide the appropriate level of appropriation authority and provide for the
correction of errors; and amending the 2004 Budget Ordinance, Ordinance 14797, Section
122 and Attachment B, as amended, and Ordinance 14812, Section 2.
Monica Clarke, Council Staff, briefed the committee and answered questions on Proposed Ordinance
2004-0314.

A motion was made by Mr. Irons to pass Amendment S1. The motion passed.
A motion was made by Mr. Irons to pass Title Amendment T1. The motion passed.

AN ORDINANCE relating to the annual reconciliation of capital funds and projects, and
making some technical corrections to operating funds; appropriating $2,472,761 to the
current expense fund and a net appropriation of $52,019,223 capital improvement
programs; and amending the 2004 Budget Ordinance, Ordinance 14797, Sections 41, 122,
123, 124, 125 and 126, as amended, and Attachments B, C, D, E and F, as amended.
Monica Clarke, Council Staff, briefed the committee and answered questions on Proposed Ordinance
2004-0316.

A motion was made by Mr. Irons to pass Amendment S1. The motion passed.

Proposed Ordinance No. 2004-0388 Ms. Edmonds
AN ORDINANCE approving and adopting the settlement agreement negotiated among
King County, the city of Bellevue and the plaintiffs in Newport Shores Yacht Club et al. v.
city of Bellevue et al., authorizing the executive to implement the terms of the agreement
through an interlocal agreement with the city of Bellevue and other appropriate measures.
Carrie Cihak, Council Staff, briefed and answered questions from the committee regarding Proposed
Ordinance 2004-0316.

The Honorable Corrina Harn, Presiding Judge, King County District Court, spoke and answered
questions from the committee regarding Proposed Ordinance 2004-0316.

The Chair recessed the meeting into Executive Session at 11:32 a.m.
The Chair reconvened the meeting at 12:27 p.m.
