	Call to Order
		Chair Gossett called the meeting to order at 9:35 a.m.

	Approval of Minutes

		The minutes of March 10, 2004 were approved as presented.
	Discussion and Possible Action

	2.
		Proposed Ordinance No. 2004-0091	Mr. Gossett

		AN ORDINANCE authorizing the issuance of $164,000,000 principal amount of unlimited tax general obligation bonds of the county to provide part of the funds for making capital improvements to Harborview Medical Center, as authorized by county ordinance and approved by the qualified electors of the county at the September 19, 2000 election; providing for the date, form and terms of said bonds; providing for the sale of the bonds and the disposition of the proceeds of sale; establishing funds for the receipt and expenditure of bond proceeds and for the payment of the bonds; and providing for the annual levy of taxes to pay the principal thereof and interest thereon.
		William Nogle, Council Staff, briefed the committee and answered questions on Proposed Ordinance 2004-0091.
		A motion was made by Mr. Irons that this matter be Recommended Do Pass. The motion carried by the following vote:

	Proposed Motion No. 2004-0092	Mr. Gossett

	A MOTION of the county council approving a [bid/bond purchase agreement] for the county's Unlimited Tax General Obligation Bonds, 2004 (Harborview Medical Center), in the aggregate principal amount of $164,000,000 and establishing certain terms of such bonds; all in accordance with Ordinance _____.
	William Nogle, Council Staff, briefed the committee and answered questions on Proposed Motions 2004-0092.
	A motion was made by Mr. Irons that this matter be Passed Out of Committee Without a Recommendation. The motion carried by the following vote:

	AN ORDINANCE making a supplemental appropriation of $8,203,260 to various capital funds to provide the appropriate level of appropriation authority and provide for the correct of errors; and amending the 2004 Budget Ordinance, Ordinance 14797, Sections 122 and 125, as amended, and Attachments B and E, as amended
	Monica Clarke, Council Staff, briefed the committee and answered questions on Proposed Ordinance 2004-0100.
	Deferred

	Proposed Ordinance No. 2004-0104	Mr. Gossett

	AN ORDINANCE making a disappropriation of $258,000 from the current expense fund; making an appropriation of $512,463 from various current expense agencies; making an appropriation of $1,484,912 from various non-current expense agencies; and amending the 2004 Budget Ordinance, Ordinance 14797, Sections 16, 21, 34, 46, 77, 80, 86 and 89, as amended.
	Monica Clarke, Council Staff, briefed the committee and answered questions on Proposed Ordinance 2004-0104. Steve Call, Director, Office of Management and Budget, Executive Office, answered questions of the members.

	Proposed Ordinance No. 2004-0102	Mr. Gossett

	AN ORDINANCE making a supplemental appropriation of $1,302,287 to the public transportation construction unrestricted fund to provide funding that will complete the RFQ/RFP phase of the radio/AVL replacement project; and amending the 2004 Budget Ordinance, Ordinance 14797, Section 122, as amended, and Attachment B, as amended
	Arthur Thornbury, Council Staff, briefed the committee and answered questions on Proposed Ordinance 2004-0102. William Nogle, Council Staff, answered questions of the members.
	Deferred
