Mr. von Reichbauer moved to approve the minutes of the January 12, 2004 meeting as presented.

Reports on Special and Outside Committees

Mr. Irons reported on the Greater Maple Valley Unincorporated Area Council. Some of the items
discussed were the remodel of Tahoma Middle School and the forming of a nominating committee for
2004 elections. The Council also discussed the critical areas ordinance and formed a subcommittee.
The transfer of development rights, specifically in the Rock Creek Valley, was also discussed.

Ms. Patterson briefed the Council on her attendance as an official member of the Regional
Transportation Investment District Executive Board. She indicated the Board will direct its staff to
investigate the possibility of a joint ballot measure with Sound Transit. The RTID adopted a
legislative agenda and had an overview of all projects for King, Pierce and Snohomish Counties.
Mr. McKenna also made comments.

Mr. Pelz reported on the Sound Transit Board, identifying Mr. Phillips and Mr. von Reichbauer as
new members. The Board had an overview of the year 2003 and goals for 2004. Mr. Pelz listed
2003 milestones, including the $500 million full funding grant agreement and ground breaking for
Central Link Light Rail.
Mr. von Reichbauer also made comments.

Ms. Edmonds briefed the Council on the State Board of Health. The members heard a report from
Mr. Wolfgang Opitz, Deputy Director of Office of Financial Management, Governor's Office,
regarding the Governor's budget. Ms. Edmonds commented on the recent reporting of an unlicensed
provider from Bellingham distributing flu shots and informed all that any questions concerning a
provider's credentials could be checked on the State Department of Public Health's web site. The
members discussed mad cow disease and passed new regulations regarding standards in small
public water systems. Other items of interest are that Don Sloma, Executive Director of the State
Board of Health, submitted his resignation, as well as Maggie Moran, Board of Health
Administrator, Public Health - Seattle and King County.

Mr. Irons reported on "We the People", a high school civics competition that took place on January
14 of which he and Ms. Patterson were judges. Mr. Irons praised the students for their
achievements.

Ms. Hague moved to adopt the DDES finding of fact that the final plat of Northlake Ridge complies
with the conditions of preliminary plat approval and other applicable laws, and that the Chair is
authorized to signify Council approval by signing the final plat at the end of the meeting. Seeing no
objection, the Chair so ordered.
