Special Item
2.
Presentation of a Recognition to Edgar Martinez for his outstanding career with the Seattle
Mariners and positive impact on the lives of so many throughout our community
Mr. von Reichbauer praised Mr. Martinez and his wife Holli for their many contributions and
involvement in the community. The Chair and Mr. von Reichbauer presented the recognition to Mr.
Martinez. Mr. Martinez thanked the Council. Mr. von Reichbauer also thanked Clyde MacIver,
Mariners Executive Vice President of Legal and Governmental Affairs/General Counsel and Sean
Grindley, Mariners Community Programs Manager for their involvement with this recognition.
 
Reports on Special and Outside Committees
3.
Mr. Phillips announced the completion of the Snoqualmie Preservation Initiative. This goal was
achieved through the efforts of King County and Cascade Land Conservancy and Quadrant Homes.
A celebration took place last week.

Mr. Phillips announced that King County purchased the development rights to the Snoqualmie Tree
Farm, known as the Snoqualmie Forest, from Hancock Timber Resources.

Proposed Ordinance No. 2004-0341 Mr. Gossett and Mr. Phillips
AN ORDINANCE authorizing the issuance and public sale of one or more series of limited
tax general obligation bonds of the county in an outstanding aggregate principal amount not
to exceed $30,000,000 to provide long-term financing for the Juanita Woodlands Open
Space Acquisition Project and the Forestry and Nearshore Initiative Project; authorizing the
issuance and public sale of one or more series of limited tax general obligation bond
anticipation notes of the county in an outstanding aggregate principal amount not to exceed
$30,000,000 to provide interim financing for such projects pending the sale of such bonds;
providing for the disposition of the proceeds of sale of the notes; establishing funds for the
receipt and expenditure of note proceeds and for the payment of the notes; and providing
for the annual levy of taxes to pay the principal thereof and interest thereon.
On 9/7/2004, a public hearing was held and closed.

principal amount not to exceed $145,000,000 to provide long-term financing for the
Courthouse Seismic Project, the Courthouse Earthquake Repairs, the North Rehabilitation
Facility Project, the Kent Pullen Regional Communications and Emergency Control Center
Project and the Integrated Security and Jail Health Remodel Project, and the limited tax
general obligation bond anticipation notes of the county previously authorized to be issued
in one or more series in an outstanding aggregate principal amount not to exceed
$145,000,000, pending the sale of such bonds, to provide interim financing for such
projects; augmenting the projects that are authorized to be financed and increasing the
maximum outstanding aggregate principal amount of such bonds and bond anticipation
notes to $150,000,000 as a result; amending Ordinance 14167, Sections 1, 2, 3, 4, 5, 7 and
12, as previously amended by Ordinance 14463, Sections 1, 2, 3, 4, 5, 6 and 7 and
Ordinance 14745 Sections 1, 2, 3, 4, 5, 6 and 7; and amending Ordinance 14167, Section
18, as previously amended by Ordinance 14745, Section 10.
