Call to Order
The Labor, Operations and Technology Committee meeting was called to order at 9:44 a.m. in the
Metropolitan King County Council Chambers, 10th Floor, King County Courthouse, by Chair Dow
Constantine.

Excused: Ms. Hague and Ms. Sullivan
 
Approval of Minutes - July 8, 2003

The minutes of the July 8, 2003 meeting of the Labor, Operations and Technology Committee were
approved.
Discussion and Possible Action

Proposed Ordinance No. 2003-0342 Ms. Hague and Ms. Sullivan
AN ORDINANCE adding new members to the King County citizens' elections oversight
committee; and amending Ordinance 14711, Section 2.
David Randall, Council Staff, briefed the committee and answered questions from the members.
Terry Denend, Assistant Manager, Records, Elections and Licensing Services, Department of
Executive Services, answered questions from the members.

Mr. Hammond moved Amendment #1, deleting on page 2, line 23, "Asian" and inserting
"Chinese-speaking". Amendment #1 passed 3 to 0, with Councilmembers Hague and Sullivan
excused.

Mr. Hammond moved Amendment #2, inserting on page 2, line 33 after "E.", "For the purpose of
serving on this committee, members need not be residents of King County;
F."
Amendment #2 passed 3 to 0, with Councilmembers Hague and Sullivan excused.
This matter was Amended.
A motion was made by Mr. Hammond that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:

Proposed Ordinance No. 2003-0303 Mr. Constantine and Mr. Phillips
AN ORDINANCE approving and adopting the memorandum of understanding negotiated
by and between King County and the Animal Control Officers Guild, representing
employees in the department of executive services; and establishing the effective date of
said agreement.
Mike Alvine, Council Staff, briefed the committee and answered questions from the members. David
Levin, Labor Negotiator, Department of Executive Services (DES), answered questions from the
members.

The following person appeared before the committee to offer public comment:
John Diel, Animal Control Officer, DES
A motion was made by Mr. Hammond that this matter be Recommended Do Pass Consent.
The motion carried by the following vote:

18.
Proposed Ordinance No. 2003-0318 Mr. Constantine and Mr. Phillips
AN ORDINANCE approving and adopting the collective bargaining agreement negotiated
by and between King County and Joint Crafts Council, Construction Crafts representing
employees in the departments of transportation, natural resources and parks, executive
services, adult and juvenile detention, public health and community and human services;
and establishing the effective date of said agreement.
Mike Alvine, Council Staff, briefed the committee and answered questions from the members. Bob
Railton, Labor Negotiator, DES, answered questions from the members.

The following person appeared before the committee to offer public comment:
Randy Garvie, Plumbing Shop Foreman, DES

Mr. Hammond moved Amendment #1, replacing an old version of the memorandum of understanding
with a new one ( signed by the parties July 21, 2003) that carries out the original intention of the
parties per their negotiated agreement. The motion passed 3 to 0 with Councilmembers Sullivan and
Hague excused.
This matter was Amended.
A motion was made by Mr. Hammond that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:

Proposed Ordinance No. 2003-0304 Mr. Constantine and Mr. Hammond
AN ORDINANCE renaming the regional communications and emergency coordination
center the Kent Pullen Regional Communications and Emergency Coordination Center as a
memorial to the Honorable Kent Pullen, past metropolitan King County councilmember
representing district 9.
Mike Alvine, Council Staff, briefed the committee and answered questions from the members.
A motion was made by Mr. Hammond that this matter be Recommended Do Pass. The motion
carried by the following vote:

Mike Alvine, Council Staff, briefed the committee on Items 20 & 21 together.

Don Theiler, Manager, Wastewater Treatment Division, Department of Natural Resources and
Parks, briefed the committee and answered questions from the members on the Productivity Initiative
and the Capital Program during a Powerpoint presentation.

AN ORDINANCE relating to the county's negotiated procurement provisions; making
technical corrections; and amending Ordinance 12138, Section 19, as amended, and K.C.C.
4.16.155.

Proposed Motion No. 2003-0298 Mr. Constantine, Ms. Patterson, Ms.
Sullivan and Mr. Phillips
A MOTION endorsing the extension of the pilot productivity initiative to the wastewater
capital improvement and asset management programs for the purpose of saving ratepayers
money while ensuring continuing high-quality operation of the county's wastewater utility.
