The meeting was called to order at 1:37 p.m.

Approval of Minutes of November 25, 2002

Mr. von Reichbauer moved to approve the minutes of the November 25, 2002 meeting without
reading. Seeing no objection, the Chair so ordered.
 
Reports on Special and Outside Committees

Mr. Phillips reported on the Cedar River Council meeting. The members discussed the Elliott Bay
Replacement Project and the Cedar River Channel Replacement Project.

AN ORDINANCE relating to the annexation of an area known as DS-70RR to Midway
Sewer District for the purpose of providing sewer service.
On 12/2/2002, a public hearing was held and closed.
Ms. Patterson moved to suspend the rules for purposes of taking public testimony on Proposed
Ordinance 2002-0539. Seeing no objection, the Chair so ordered.

Proposed Ordinance 2002-0539 remains in the Utilities Committee.

AN ORDINANCE relating to the annexation of an area known as WSDOT 200th Avenue
SE Vicinity to Covington Water District for the purpose of providing water service.
On 12/2/2002, a public hearing was held and closed.
Ms. Patterson moved to suspend the rules for purposes of taking public testimony on Proposed
Ordinance 2002-0540. Seeing no objection, the Chair so ordered.

A MOTION establishing the 2003 state legislative agenda for King County.
Ms. Patterson moved amendment 1. Mr. Pullen moved to amend the amendment on line 3, to delete
"alternatives" and insert "additional options." Ms. Patterson accepted as friendly. The motion
carried by the following vote:

representing: commissioned employees in the King County sheriff's office; and limited
commissioned airport police/aircraft rescue firefighting officers (ARFF) at the King County
airport who work for the King County sheriff's office and establishing the effective date of
said agreements.
