Councilmember Dembowski moved approval of the minutes of the September 3, 2025  
meeting. Seeing no objections, the minutes were approved.

A MOTION confirming the executive's appointment of Heidi Jackson, who resides in council district eight,  
to the King County community advisory committee on law enforcement oversight, representing  
unincorporated King County.  
Nick Bowman, Council staff, provided an introductory overview. Heidi Jackson,  
appointee to the King County Community Advisory Committee on Law Enforcement  
Oversight (CACLEO), provided comments on their background and interest on serving  
on the committee and answered questions from the members.  
This matter was expedited to the December 9, 2025 Council agenda.  
A motion was made by Councilmember Mosqueda that this Motion be  
Recommended Do Pass Consent. The motion carried by the following vote:

A MOTION acknowledging receipt of a report on the results of an analysis of racial disparities in  
response to infractions as required by the 2025 Annual Budget Ordinance, Ordinance 19861, Section 54,  
Proviso P1.  
Leah Krekel-Zoppi, Council Staff, briefed the committee and answered questions from  
the members. Allen Nance, Director, Department of Adult and Juvenile Detention  
(DAJD), and Dr. Jennifer Albright, Deputy Chief of Administration, DAJD, also  
addressed the committee and answered questions from the members.  
Councilmember Dembowski moved Amendment 1. The Amendment was adopted.  
This matter was expedited to the December 9, 2025 Council agenda.

questions from the members.

Juvenile Division, Prosecuting Attorney's Office (PAO), Stephanie Trollen, Juvenile  
Division Operations Manager, PAO, Jamie Kvistad, Juvenile Division Assistant Chief,  
PAO , and David Baker, Director of Data and Analytics, PAO, also addressed the  
committee and answered questions from the members.
