Special Item
2.
Honoring King County High School Students for Winning the 5th Avenue Theater Awards for
Outstanding Work in Theater Productions
Mr. Phillips introduced David Armstrong, Producing Artistic Director, 5th Avenue Theatre. Mr.
Armstrong commented on the mission of the 5th Avenue Theatre and thanked the Council for
recognizing the achievements of the students.

Mr. Phillips read a recognition for Ballard High School and presented it to Jennifer Delaney,
Ballard High School Drama Director and Kinsey Miller, student Stage Crew Manager. Ms. Delaney
and Ms. Miller thanked the Council.

Mr. Gossett read a recognition for Seattle Prep and presented it to John Lange, drama teacher and
Sean Glynn, student awardee for performance as "Max" in Sound of Music. Mr. Lange and Mr.
Glynn thanked the Council.

Mr. Ferguson read a recognition for Roosevelt High School and presented it to drama teachers
Rubin Van Kempen, Director of Theatre, Elizabeth Orme, theatre teacher and student Dana Freidli,
involved in the production of "42nd Street". Ms. Freidli and Ms. Orme thanked the Council.

Mr. Phillips also recognized the following schools that received awards, but were not able to be
present: Shorecrest, Overlake, Ingraham, Skyline, Kentwood, Nathan Hale and Holy Names.

 
Reports on Special and Outside Committees

Mr. von Reichbauer reported on the Weyerhaeuser Flag Day Event, a major event held in the
community of District 7, and the opportunity for students to enter an essay contest describing what
the flag means to them. He introduced student and intern Jennifer Reilly, who won the essay contest.
Ms. Reilly attends Todd Beamer High School.

Mr. Irons reported on the Puget Sound Regional Council Economic Development District Board July
14, 2004 meeting. The Board had briefings and discussions on the regional economic strategy
project and approved and ranked the public work investment for EDA funding. The Board also had
an update on the 2004 comprehensive economic development strategy.

Mr. Irons briefed the Council on the Four Creeks Unincorporated Area Council. The Council
drafted a letter with comments on the critical areas ordinance.

Ms. Edmonds briefed the Council on the State Board of Health meeting held in Centralia. The Board
was welcomed by Commissioner Eric Johnson from Lewis County. The Council took action on new
regulations regarding recreational pools.

Ms. Edmonds reported on the Seattle-King County Board of Health meeting. The Board acted on
rules for Title 12, public water system regulation, and Title 13, on site sewage regulations. Ms.
Edmonds thanked Councilmembers Lambert and Irons for their efforts on the subcommittee. The
Board also had a briefing on health care for the homeless and an update from county staff regarding
the comprehensive plan and items relating to public health.

AN ORDINANCE making a supplemental appropriation of $7,335,250 to the public
transportation construction unrestricted fund to provide budget authority to complete
construction of the new facility proposed to house the new transit communication center;
and amending the 2004 Budget Ordinance, Ordinance 14797, Section 122, as amended, and
Attachment B, as amended.

Facility Project, the Kent Pullen Regional Communications and Emergency Control Center
Project and the Integrated Security and Jail Health Remodel Project, and the limited tax
general obligation bond anticipation notes of the county previously authorized to be issued
in one or more series in an outstanding aggregate principal amount not to exceed
$145,000,000, pending the sale of such bonds, to provide interim financing for such
projects; augmenting the projects that are authorized to be financed and increasing the
maximum outstanding aggregate principal amount of such bonds and bond anticipation
notes to $150,000,000 as a result; amending Ordinance 14167, Sections 1, 2, 3, 4, 5, 7 and
12, as previously amended by Ordinance 14463, Sections 1, 2, 3, 4, 5, 6 and 7 and
