Call to Order
The meeting of the Natural Resources and Utilities Committee was called to order at 1:37 P.M. by
Chair Edmonds.

Present: Ms. Edmonds, Ms. Hague, Mr. Ferguson and Mr. von Reichbauer
Excused: Mr. Constantine
 
Approval of Minutes

The minutes of March 18 and April 8, 2004 meetings were approved as written.

Briefing No. 2004-B0066
Comprehensive Plan Review: Service, Facilities and Utilities.
Peggy Dorothy, Council Staff, briefed the Committee on the Comprehensive Plan Chapter 7:
Service, Facilities and Utilities Chapter with a Power Point presentation. Karen Wolf, Executive
Staff was present to brief and answer questions from the members. Judith Nelson, General Manger,
Covington Water District; Robert (Bob) Pancoast and John Gerstle, Vashon Island were present to
brief and answer questions from the members. The following people were present to offer comments
before the Committee:

1. George Hardley, 1401 SW 172nd, Normandy Park, WA
2. Don Wright, 27224 144th Avenue SE, Kent, WA.
This matter was Presented.

Briefing No. 2004-B0067
Comprehensive Plan Review: Air Quality, Parks and Open Space and Cultural Resources.
This matter was deferred.
Discussion and Possible Action

Briefing No. 2004-B0084
South King County Groundwater Management Plan.
Mike Reed, Council Staff, briefed the Committee on South King County Groundwater Management
Plan. Donald Wright, Administrator, South King County Regional Water Association and Ms.
Joanna Richey, Water and Land Resources Division, DNRP were present to brief and answer
questions from the Committee.
This matter was Presented.
 
6.
Proposed Ordinance No. 2004-0149 Ms. Patterson
AN ORDINANCE relating to the annexation of approximately 1,285 acres of land into the
Southwest Suburban Sewer District for the purpose of providing sanitary sewer service.
Peggy Dorothy, Council Staff, briefed the Committee on Proposed Ordinance 2004-0149. The
following person was present to comment before the Committee:

1. George Hardley, 1401 SW 172nd, Normandy Park, WA

A motion was made by Ms. Hague that this matter be Passed Out of Committee Without a
Recommendation. The motion carried by the following vote:
Votes:
Yes: 4 - Ms. Edmonds, Ms. Hague, Mr. Ferguson and Mr. von Reichbauer
No: 0
Excused: 1 - Mr. Constantine
 
Other Business
None.
 
Adjournment
There being no further business to come before the Committee, the meeting was adjourned at 3:40
P.M.
