The meeting was called to order at 1:52 p.m.

Approval of Minutes of June 1, 2004

Mr. von Reichbauer moved to approve the minutes of the June 1, 2004 meeting as presented. Seeing
no objection, the Chair so ordered.
 
Reports on Special and Outside Committees

Mr. McKenna reported on the recent meeting of the Regional Transportation Investment District
Executive Board. At the meeting, a formal decision was made to hold off on going to the ballot with
a regional transportation package until the spring of 2005. Mr. McKenna indicated there was also a
discussion regarding a potential advisory ballot this fall and the Board gave staff direction to
analyze the prospect. There is a great deal of other work to be done by the RTID, particularly with
regard to the cost estimating process for projects, and the Board gave staff direction to continue to
stay involved with the cost estimate review process.
Ms. Patterson added that the Board was briefed by an independent firm who reviewed the cost
estimates for each of the projects, which indicated that the Washington State Department of
Transportation's cost figures for the projects were accurate and the new methods for estimating costs
are working. There was also an analysis of the proposed improvements to the overall transportation
system that these projects would create. The analysis showed that the RTID projects would reduce
delay by 25% and increase travel speeds by 28% across our entire regional transportation system.

Ms. Edmonds reported on Watershed Resource Inventory Area 7 - Snohomish Basin Salmon
Recovery Forum. The Forum reviewed its plan and had a good discussion about what was going
into the plan. It also discussed issues that were not reviewed in the past and the role of regulations
in salmon recovery. The consensus of the Forum was that regulations were important. The Forum
also discussed its future role.

AN ORDINANCE authorizing the condemnation of property interests needed for the
Brightwater regional wastewater treatment system, including conveyance, safety relief
point and outfall facilities; specifying relocation assistance to be provided to affected
landowners, tenants and businesses; outlining the intended sequencing of steps to acquire
property interests needed for the Brightwater treatment plant project.
On 6/1/2004, a public hearing was held and remained open.
On 6/7/2004, a public hearing was held and closed.

27. Presentation of Above and Beyond Service Award to Nancy Buchanan
Mr. von Reichbauer commented on the new Above and Beyond Service Award, established by the
councilmembers to recognize and honor staff who have demonstrated superior service to the citizens
of King County. Nancy Buchanan, aide to Mr. Gossett, is the first recipient of this award.
Councilmembers von Reichbauer and Gossett read the recognition and presented to Nancy. Nancy
thanked the Council and introduced her sister, Clara Carter, who was present.
