HOW TO PROVIDE PUBLIC TESTIMONY: The Council values community  
input and looks forward to hearing from you. Testimony must be limited to

matters relating to county government. You are not required to sign up in  
advance.  
There are three ways to provide public testimony:

testimony is submitted before 10:00 a.m. on the day of the Council

appointment process.

property tax levy in excess of the levy limitation contained in chapter 84.55 RCW, for a consecutive  
seven year period beginning in 2026 at the rate of not more than $0.0275 per one thousand dollars of  
assessed valuation, with the 2026 levy amount being the base for computing maximum allowable levy

Other Business  
The Chair announced that on December 21, 2024, two of the three King County Fire  
District #47 board of commissioners resigned, leaving the commission with only one  
active commissioner and a lack of quorum. Until this three-member Board has at  
least two commissioners, no Board action, including authorizing payments of its bills,  
can occur. KCFD #47 is located entirely within the boundaries of District 9 and is  
headquartered in the unincorporated community of Kangley and serves the  
surrounding rural communities. In this situation, and in accordance with RCW  
42.12.070, the King County Council shall appoint a qualified person or persons until  
the Board has two members. The two commissioners then have 90 days to fill the  
remaining vacancy. If they do not, the Council will have until June 19, 2025, to  
appoint the third commissioner. It is intended that the Council will follow the process  
taken in the past to fill similar vacancies. Qualified candidates are those who are  
registered to vote and reside in the district. To apply, qualified candidates must  
submit a resume or bio and a statement of interest by COB on Tuesday, January 21,  
2025, by email to our Regional Affairs office. Unless there is objection, the Council  
will use the pool of applicants that responded to the solicitation to select the third  
commissioner, should that prove to be necessary. Depending on the number of  
applicants, the new Council chair may choose to convene an Application Review  
Committee to make a recommendation on who the Council should consider  
interviewing. Notice of this solicitation will be posted on the Council's web page on  
January 7, 2025. The plan will be to take final action at the February 18, 2025,  
meeting unless the new Council Chair approves a different date.
