Call to Order
The meeting of the Transportation Committee was called to order at 1:37 p.m. by Chair Pelz.

Approval of Minutes

The minutes of September 10 and 24, 2003 meeting were adopted as written.

2004 Transportation Committee Work Program
Paul Carlson and Doug Hodson, Council Staff, briefed the Committee on the 2004 Committee Work
Program.
This matter was Presented.

Proposed Motion No. 2004-0053 Ms. Hague
A MOTION confirming the executive's appointment of Dwight Baker, who resides in
council district eleven, to the King County transit advisory committee.
Doug Hodson, Council Staff, briefed the Committee on Proposed Motion 2004-0053. Dwight Baker,
appointee to the King County transit advisory committee was present to answer questions from the
Committee. This matter passed out of committee subject to signature.
A motion was made by Ms. Patterson that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Yes: 4 - Mr. Pelz, Mr. Gossett, Ms. Patterson and Mr. Ferguson
No: 0
Excused: 3 - Mr. McKenna, Mr. Irons and Ms. Hague

Proposed Substitute Ordinance No.
2004-0064.2
Mr. McKenna
AN ORDINANCE authorizing the surplus, exchange and dedication of two parcels of
county-owned property to expand the Eastgate park and ride; and declaring an emergency.
Paul Carlson, Council Staff, briefed the Committee on Proposed Ordinance 2004-0064. Jim
Murray, King County Metro transit Division was present to answer questions from the Committee.
Ms. Patterson moved Striking amendment and a Title amendment, the motion passed. This matter
passed out of committee subject to signature.
A motion was made by Ms. Patterson that this matter be Recommended Do Pass Substitute.
The motion carried by the following vote:

Proposed Ordinance No. 2004-0067 Mr. Irons
AN ORDINANCE approving the revision of the corporate boundary of the city of
Covington to include segments of 180th Avenue SE and SE 240th Street that are county
roads, as provided for in RCW 35A.21.210
Paul Carlson, Council Staff, briefed the Committee on Proposed Ordinance 2004-0064. This matter
passed out of committee subject to signature.

A motion was made by Ms. Patterson that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Proposed Ordinance No. 2004-0070 Mr. Pelz
AN ORDINANCE authorizing King County to enter into an agreement with the state of
Washington, through its Department of Transportation, and the Central Puget Sound
Regional Transit Authority, for maintenance of certain elements of the storm water system
in the E-3 busway, the light rail transitway, State Route 519 and Ryerson transit operating
base.
Doug Hodson, Council Staff, briefed the Committee on Proposed Ordinance 2004-0070. Susan
Stewart, Supervisor, Real Estate/Environmental Planning,Transit Design and Construction Section
was present to answer questions from the Committee. This matter passed out of committee subject to
signature.
A motion was made by Ms. Patterson that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:
