Call to Order
The meeting of the Transportation Committee was called to order at 1:34 P.M. by Chair Pelz.

Approval of Minutes

The minutes of April 28, 2004 meeting were held.

Proposed Substitute Ordinance No.
2004-0200.2
Mr. Pelz
AN ORDINANCE for the September 2004 public transportation service improvements for
King County.
Doug Hodson, Council Staff, briefed the Committee on Proposed Ordinance 2004-0200. Victor
Obeso, Supervisor of Service Planning and Jack Lattemann, Transit Planner, Transit Division were
present to brief and answer questions from the members. There was an amendment to Revised
Attachment, adopted, vote was 3-0-4 with Councilmembers Hague, Patterson, Irons and Gossett
excused. This matter passed out of committee subject to signatures.
A motion was made by Mr. McKenna that this matter be Recommended Do Pass Substitute.
The motion carried by the following vote:
Votes:
Yes: 4 - Mr. Pelz, Mr. McKenna, Mr. Gossett and Mr. Ferguson
No: 0
Excused: 3 - Mr. Irons, Ms. Patterson and Ms. Hague
Discussion and Possible Action

Proposed Substitute Ordinance No.
2004-0233.2
Mr. Pelz and Ms. Lambert
AN ORDINANCE waiving requirements in chapters 36.32, 39.80 and 39.10 RCW and
K.C.C. chapters 4.04, 4.16, 4.18, 12.16, 12.18 and 20.62 relating to the Norman Bridge
122P; and declaring an emergency.
Doug Hodson, Council Staff, briefed the Committee on Proposed Ordinance 2004-0233. Linda
Dougherty, Division Director, Road Services Division and Dennis McMahon, Senior Deputy, Civil
Division, Prosecutor Attorney office were present to brief and answer questions from the members.
There were a Technical amendment and Title amendment adopted, vote was 3-0-4 with
Councilmembers Hague, Patterson, Irons and Gossett excused. This matter passed out of committee
subject to signatures. The following person was present to offer public testimony:

1. Will Knedick, PO Box 99, Kirkland, WA 98083.
A motion was made by Mr. McKenna that this matter be Recommended Do Pass Substitute.
The motion carried by the following vote:

Paul Carlson, Council Staff, briefed the Committee on the Transportation Provision of the 2004 King
County Comprehensive Plan Update. Karen Wolf, Executive Office and Jennifer Lindwell, Road
Service Division were present to brief and answer questions from the members. The following person
was present to offer public testimony:
